The Ao Kaketshir Mungdang (AKM) issued a set of directives for hostels and paying guest (PG) accommodations in Mokokchung district on March 30, emphasizing that the safety and security of students must be given utmost priority.
In a notification, the AKM directed all hostel and PG owners, wardens and stakeholders to strictly comply with the prescribed guidelines. It stated that co-ed hostels must appoint separate wardens for boys and girls and enforce strict restrictions on entry between respective sections. The installation of CCTV cameras with adequate lights must be installed outside the permises, every entry and exit points, hallways and study halls, along with proper fencing, has been made mandatory.
The AKM also directed that mobile phones and electronic gadgets be kept under the custody of wardens with regulated usage timings. Students whose parents are not residing in Mokokchung must have a local guardian approved by both parents and the hostel authority. A student cannot serve as the guardian of any Hostel Resident. Ragging, physical and verbal abuse, tobacco use and other intoxicants have been strictly prohibited, with expulsion mandated for defaulters. Fire extinguishers and emergency medical facilities must be made mandatory inside the hostel permises to ensure the safety and well being of the students.
Non-registered hostels operating without a valid NOC will be required to register at the AKM Office immediately. It further stated that separate hostels should be maintained for boys and girls from Class 8 onwards. All Hostels must ensure that hygienic, nutritious and well- balanced food is provided to the boarders, prepared in a clean environment and served in a safe and sanitary manner.
For PG facilities, the AKM stated that students below Class 12 will not be accommodated. It warned that inspections will be conducted and action taken against violators.
The AKM also reiterated the existing tuition fee structure for Mokokchung district, which came into effect from August 2024, stating that it remains in effect until further notice.
