The Nagaland State Disaster Management Authority (NSDMA), Home Department, in collaboration with the Central Training Institute (CTI), Home Guards and Civil Defence, under the aegis of the National Disaster Management Authority (NDMA), is conducting the Yuva Aapda Mitra Scheme (YAMS) training for youth volunteers at CTI, Toluvi, Dimapur.
The Yuva Aapda Mitra Scheme aims to develop a cadre of trained community volunteers who can act as immediate responders during disasters and emergencies. The programme focuses on strengthening community-based disaster preparedness by equipping youth with essential life-saving and basic rescue skills.
The YAMS training programme in Nagaland commenced on July 14, 2025. Under the first phase, training was conducted up to January 30, 2026, covering volunteers from organisations such as the National Cadet Corps (NCC), National Service Scheme (NSS), Bharat Scouts and Guides (BS&G), and Nehru Yuva Kendra Sangathan (NYKS).
The second phase began on February 23, 2026, with volunteers undergoing training at CTI Toluvi. Participants are receiving both theoretical and practical training in first aid, emergency rescue methods, and water rescue techniques, along with demonstrations and hands-on exercises.
The training is being conducted in batches and will continue till March 28, 2026, with participation from various youth organisations.
Procurement of Emergency Response Kits (ERK) for trained volunteers and a Memorandum of Understanding (MoU) for insurance coverage are currently under process.
