The 22nd Annual Commonwealth Parliamentary Association (CPA) India Region Zone-III Conference concluded on 11th November 2025 at the Nagaland Legislative Assembly in Kohima.

Participants reaffirmed their commitment to strengthening parliamentary democracy and promoting sustainable, inclusive development across the North Eastern region.

Closing address highlights role of legislatures
In his closing address, Deputy Chairman of the Rajya Sabha, Harivansh, urged legislatures to play a proactive role in addressing the structural shifts caused by climate change. He emphasized that policymakers must not only adapt but also work to prevent future damages through resilient frameworks. Harivansh praised the two plenary sessions, describing them as “a true reflection of the spirit of parliamentary democracy,” marked by vibrant debates and a shared commitment to public service.

He highlighted India’s journey towards becoming a developed nation by 2047, stressing the importance of tailored goals for each state. Harivansh commended Assam Speaker Biswajit Daimary for stressing the need to raise awareness about Viksit Bharat at the constituency level. He also cited Sikkim’s achievement as the first fully organic state as a model aligning economic growth with environmental sustainability.

Focus on development and accountability
Harivansh pointed out that the Union Government allocates 10 percent of its budget for the North East, with substantial funding for development projects through the Ministry of DoNER and the Department of Economic Affairs. He urged legislators to ensure effective oversight so that implementation matches policy intent.

Quoting Meghalaya Speaker Metbah Lyngdoh, Harivansh emphasized addressing inefficiencies in land and labor laws to boost investor confidence. He encouraged states to hold annual discussions on Viksit Bharat focusing on long-term development.

He acknowledged the region’s growth in infrastructure, agro-processing, and eco-tourism, highlighting the Prime Minister’s Act East Policy, which places the North East at the center of India’s development vision.

Technology, ecology, and climate action
Harivansh commended the North Eastern legislatures for embracing technology, stating that innovation and research will shape future governance and economic growth. He underscored the region’s ecological challenges, quoting Nagaland Chief Minister Dr. Neiphiu Rio on the need to balance natural resource use with environmental protection.

Recalling his visit to Khonoma Village, Asia’s first green village, Harivansh called it “a living example of sustainable living” where small individual actions create meaningful impact.

Addressing climate change, he noted that natural disasters in the North East cause significant social and economic disruption. He called on legislatures to engage in proactive planning that not only adapts to but prevents climate damage.

Closing remarks and CPA’s role
Minister for Power and Parliamentary Affairs KG Kenye highlighted the conference’s plenary sessions, exhibitions, and cultural programs as reflections of legislative innovation and inclusive governance. He emphasized the importance of India-ASEAN trade and physical connectivity projects like the Trilateral Highway to unlock the region’s potential.

Kenye underlined the need to harness neighborhood opportunities, especially in tourism and health services, and echoed the Prime Minister’s vision for India@2047, focusing on innovation, self-reliance, and social inclusion.

Gratitude and tribute
Speaker of Meghalaya Legislative Assembly and Vice Chairman CPA India Region Zone-III, Thomas A Sangma, expressed gratitude for the conference’s successful proceedings and the spirit of unity and democratic commitment displayed.

Deputy Speaker of the Nagaland Legislative Assembly, S Toiho Yeptho, thanked speakers and panelists for their contributions, hoping the conference’s outcomes will strengthen democratic institutions and foster regional cooperation.

Speaker of the Nagaland Legislative Assembly, Sharingain Longkumer, paid tribute to the late Advisor Imkong L Imchen, with a two-minute silence observed in his memory.

Cultural Soirée marks end of conference
The conference concluded with a Cultural Soirée at the Nagaland Legislative Assembly Complex. Hosted by Speaker Sharingain Longkumer, the event showcased Nagaland’s rich cultural heritage, celebrating the diverse traditions of the region.
