A cumulative total of 2,47,677 Inner Line Permit (ILP) registrations and 1,53,035 renewals were recorded in the month of July 2022 in Nagaland.

 

According to data available on the Nagaland Chief Minister’s dashboard nl.cmdashboard.nic.in, the cumulative total number of new ILP registrations increased by 9718 in twelve months. In August 2021, the total number of ILP registrations was 2,37,959 which increased to 2,47,677 in July 2022.

 

Likewise, the cumulative total number of new ILP renewals also increased from 1,42,502 in August 2021 to 1,53,035 in July 2022.
As of July 2022, there were 94,642 ILP registrations that were not renewed. Both registration and renewals showed an increasing trend.

 

 

ILP is a tool to protect the indigenous people of Nagaland, enforced under the Bengal Eastern Frontier Regulation (BEFR), 1873 and is one of the points in the 16-point agreement that led to the formation of the State.
Dimapur, the commercial hub of the state, was the only district that was not under the ILP regime unlike the rest of Nagaland, which came into being in 1963. However, erstwhile Dimapur district (which now includes Chumoukedima and Niuland districts) was brought under the purview of the ILP regulation in December 2019 by the state government.

 

Further, an online ILP module was launched by the government on December 16, 2021 to ease the registration process of the document and covers categories such as businesspeople, labourers, students, etc. However, the module for the online issue of ILP for tourists was made operational in November 2019.

 

The ILP fee for domestic tourist is `50, which is valid for 15 days; foreign tourist- `100, valid for 30 days; trader- `100, valid for 90 days; busines sperson- `500, valid for 365 days; student- `100, valid for 90 days; labourer- `100 valid for 90 days; and priest and teacher- `500, valid for 365 days.

 

As per existing guidelines, the online system doesn’t allow anyone to become a Guarantor for more than 10 ILP holders. A person can remain and function as a guarantor for a maximum of one year at a time. If a person wants to function as a guarantor beyond one year, the ILP should be renewed on the online system.
