In the wake of the Pahalgam terror attack in April 2025 and India’s subsequent Operation Sindoor, the Ministry of Home Affairs directed all states and Union Territories to organize a one-day Coordination Meeting-cum-Workshop on Civil Defence. The program aimed to strengthen district-level coordination, involving Deputy Commissioners (Controllers of Civil Defence) and District Commandants of Home Guards (Deputy Controllers of Civil Defence).
In compliance with this directive, the Directorate of Home Guards, Civil Defence and State Disaster Response Force (SDRF), Nagaland, conducted the workshop on October 4, 2025, at its headquarters in Kohima.
Delivering the keynote address, Renchamo P Kikon, IPS, Director General of Home Guards, Civil Defence and SDRF, highlighted the changing geopolitical landscape post-Pahalgam attack and emphasized the need for mobilization and capacity building of Civil Defence volunteers nationwide. He detailed the “Scheme for Training and Capacity Building of Civil Defence,” set to be implemented by March 31, 2026.
The initiative follows a Memorandum of Understanding signed on June 9, 2025, under which Nagaland will train 20 Master Trainers at the Central Training Institute, Toluvi, Dimapur, and 3,600 Civil Defence Wardens and Volunteers across ten districts, including Kohima, Dimapur, Mokokchung, Wokha, Zunheboto, Phek, Tuensang, Mon, Kiphire, and Peren.
Speaking at the event, Medozhalie Pienyu, Deputy Commandant General, stressed the vital role of Civil Defence Wardens as a link between the government and community during emergencies.
The workshop concluded with a Q&A session and closing remarks by Mulai Lamniah, Senior Staff Officer, who appreciated the active participation and commitment of attendees toward Civil Defence and community safety.
