Despite Mokokchung’s status as the district with the highest literacy rate in Nagaland, it is alarming that no one from the district is filing Public Interest Litigations (PILs) on crucial issues of public importance. PILs play a crucial role in allowing citizens to seek justice on issues that affect the broader community. In many parts of the country, PILs have led to significant improvements in public welfare, education, infrastructure, and environmental protection, to name some. Unfortunately, Mokokchung seems to be lagging in this regard. Perhaps, being the most literate does not necessarily mean being the most educated.
A recent example from the Gauhati High Court, Kohima Bench, highlights the importance of PILs. Petitioners from Mon district filed a PIL seeking improvements in government middle schools, addressing issues like inadequate staffing, poor infrastructure, and a lack of basic facilities such as clean drinking water and libraries. This legal action resulted in tangible progress, with the court directing the state to rectify these issues. This shows that when citizens take the initiative, change can be achieved through legal channels.
Mokokchung, with its high literacy rate of 91.62%, is expected to have an educated population that should be more proactive in addressing local issues through legal channels. Whether it is the deteriorating condition of public roads, inadequate healthcare facilities, or environmental concerns, these are all areas where PILs could make a significant difference. Legal knowledge is a powerful tool, and the people of Mokokchung must recognize that PILs are not just for lawyers or activists—any concerned citizen can file one.
When was the last time a resident of Mokokchung filed a PIL on a matter of public importance? By filing PILs, Mokokchung residents can ensure that their voices are heard and that local authorities are held accountable. The absence of PILs from Mokokchung is deeply concerning, especially when other districts like Mon have already seen positive results. It is time for the educated citizens of Mokokchung to step up and use legal mechanisms to bring about much-needed change in their community.
In a district as literate (educated?) as Mokokchung, there should be no reason for inaction. Let this be a call to citizens: familiarize yourselves with legal procedures, understand your rights, and use the PIL system to push for improvements that will benefit everyone.
