Member of Parliament (Lok Sabha) from Nagaland, S Supongmeren Jamir has submitted a set of critical suggestions to the Consultative Committee Meeting (MDoNER) aimed at addressing key development challenges and unlocking the economic potential of the North Eastern region of India. The proposals, which cover areas ranging from infrastructure development to disaster resilience, were presented in New Delhi on December 4, 2024, according to the Nagaland Pradesh Congress Committee (NPCC).

Enhancing Budget Allocation for NEC
Jamir emphasized the need for an increased budget for the North Eastern Council (NEC) to ensure major infrastructure projects, vital for regional economic development, can be executed efficiently. He urged the Ministry to consider boosting the allocation to improve connectivity, infrastructure, and socio-economic outcomes across the region.

Increased Advance Fund Release for DoNER Projects
Highlighting challenges faced by contractors in the North East due to limited working seasons and difficulties in resource mobilization, Jamir recommended releasing 50% of project funds at the time of sanction, instead of the current 25%, to ensure timely execution and completion.

Coordination and Monitoring of 10% GBS Expenditure
Jamir proposed improving the monitoring system for the 10% Gross Budgetary Support (GBS) allotted to the North East by non-exempted Central Ministries. He emphasized the need for greater transparency and equitable allocation to ensure fair development across the region.

Declaration of Foothill Road as a National Highway
The Member of Parliament pushed for the declaration of the 320.25 km Foothill Road in Nagaland as a National Highway, a project poised to enhance regional connectivity and stimulate economic growth. He urged the Ministry to recommend its approval to the Prime Minister’s Office (PMO).

Completion of Dimapur Multi-Disciplinary Sports Complex
Jamir called for intervention in completing the Multi-Disciplinary Sports Complex in Dimapur, an essential infrastructure project valued at Rs 135 crore, which has faced delays despite its potential to promote sports and youth engagement.

Rotational Hosting of NEC Plenaries
To foster inclusivity, Jamir proposed that the NEC Plenary sessions be hosted rotationally by each of the North Eastern States. This would encourage active participation and shared ownership in regional development.

Addressing Financial Constraints of Nagaland
With Nagaland facing financial limitations for the 2024-25 fiscal year, Jamir sought Ministry support to expedite approvals for submitted projects, which are crucial for overcoming the development deficit.

Development of Year-Round Tourism Circuits
Given the increasing number of tourists visiting Nagaland, Jamir suggested the development of eco-tourism circuits and cultural hubs to promote year-round tourism. He highlighted the importance of showcasing the State’s diverse cultural heritage and natural beauty beyond the Hornbill Festival.

Disaster Resilience and Mitigation
Jamir called for investments in disaster-resilient infrastructure in high-risk areas, particularly roads and critical transportation networks, to mitigate the impact of frequent natural disasters in Nagaland.

Digital Infrastructure Development
To promote economic growth and reduce migration, Jamir proposed the development of digital infrastructure, including high-speed internet and BPO centers, which would create employment opportunities and position Nagaland as a hub for digital services in the Northeast.
