The foundation stone for the new Deputy Commissioner’s Office Complex in Dimapur was laid on April 2 at the DC Office Complex in the presence of senior government officials, advisors, civil society representatives and members of the public. The programme marked a significant step in strengthening district administrative infrastructure and is expected to enhance public service delivery in Dimapur.

Advisor for CAWD and Taxes, Kudecho Khamo, speaking as special guest, conveyed greetings on behalf of Chief Minister Neiphiu Rio and other dignitaries. He described the project as a long awaited development and appreciated the government’s efforts to improve governance through better infrastructure. He said the state is undertaking construction of administrative buildings across districts and stressed that public assets must be protected through collective responsibility. Referring to Dimapur as a commercial hub and a “mini India,” he called for unity, mutual respect and active public participation in development.

Advisor for Industries and Commerce, Hekani Jakhalu, highlighted the significance of the date, noting that April 2 marks 50 years since the upgradation of the NDC headquarters in 1976. She described Dimapur as the “heartbeat of Nagaland” and urged citizens, departments and contractors to work together for timely completion of the project. She reiterated that rights and duties must go hand in hand and called for continued public support.

Advisor for Labour, Employment, Skill Development and Excise, Moatoshi Longkumer, expressed gratitude to the state government for sanctioning the project. He said the complex would represent efficiency, accountability and improved governance. He urged contractors and engineers to maintain quality and adhere to timelines to avoid inconvenience during the temporary relocation of offices.

Commissioner of Nagaland, Gregory Thejawalie, in his welcome address, described the new complex as the future nerve centre of governance in Dimapur. He traced the history of the district administration, noting that the first office building was inaugurated in 1974 and that Dimapur became a full district in 1997. He said the new complex would symbolise growth, modernisation and improved public services.

A project overview was presented by Er. Sungtiba Amer, Assistant Chief Engineer, CAWD, who informed that the complex will be a G+2 structure with a plinth area of 29,909 square feet and built at a cost of Rs 14.96 crore. The project includes essential facilities such as water supply, sanitation, approach roads, compound works, canteen and other support infrastructure. The work has been awarded to M/s C.K Enterprise with a completion period of 24 months, though initial dismantling work may extend timelines.

The building has been designed to house key administrative offices across three floors, with provisions for accessibility including ramps and a lift. The programme also featured a speech by Naga Council Dimapur President GK Rengma and concluded with a vote of thanks by Deputy Commissioner Dimapur, Dr Tinojongshi Chang.
