The Naga Students’ Federation (NSF) has urged Director General of Police (DGP) Nagaland to immediately expedite investigation and initiate strict legal action against the accused in the alleged NICSE (National Institute of Civil Service Examinations) fraud case, stating that continued delay in justice has deepened the distress of affected students.
In a representation addressed to the DGP, NSF President Mteisuding and General Secretary Kenilo Kent expressed “serious concern and deep displeasure” over what it described as an inordinate delay in delivering justice to students who had lodged complaints against NICSE Managing Director Suman Saha and his associates.
The Federation stated that an FIR/complaint was formally lodged on February 3, 2026, regarding allegations of cheating, financial exploitation, mental harassment and the abrupt closure of NICSE coaching centres in Kohima, Dimapur and Chümoukedima.
Despite considerable time having passed since the filing of the complaint, NSF said no visible progress or concrete action has been seen.
“The Federation views this matter with utmost seriousness as it concerns the future, aspirations and hard-earned resources of numerous students who enrolled in the institution with the hope of pursuing competitive examination preparation,” the representation stated.

According to NSF, the accused allegedly collected full course fees from students while failing to provide the promised educational services as outlined in the institution’s prospectus. It further alleged that the coaching centres were shut down without prior notice, while repeated appeals by students seeking refunds or completion of courses were ignored through “a series of excuses and evasive responses.”
NSF stated that the prolonged delay in investigation and legal proceedings has aggravated the mental distress of victims and raised wider public concern over the pace of justice delivery in cases involving students’ welfare.
The Federation urged Nagaland Police to:
- Expedite investigation into the case immediately
- Ensure all accused persons are traced and brought under the purview of law without further delay
- Initiate strict and exemplary legal action against those involved in accordance with the law
“The NSF firmly maintains that the concerned authorities must act with utmost sincerity and seriousness,” the Federation stated, while appealing to the DGP to personally intervene and ensure justice is delivered at the earliest.
