Legal experts, government officials, legislators and community bodies to discuss implementation of 1873 regulation
The Naga Students’ Federation (NSF) will hold a two-day national seminar on the Bengal Eastern Frontier Regulation (BEFR), 1873, at Town Hall, Dimapur, on August 28 and 29, with discussions expected to focus on its implementation in Nagaland and the formulation of recommendations for the State government.
The seminar, organised by the Federation’s Inner Line Regulation Commission, will bring together legal experts, government officials, legislators, tribal bodies, civil society organisations and academics from Nagaland and other parts of the Northeast.
Senior Advocates of the Supreme Court of India Prashant Bhushan and Shomona Khanna are among the resource persons, along with academic experts from universities across the region and the Home Commissioner of Nagaland.
Chief Minister Neiphiu Rio is scheduled to address the seminar on August 29, the second day of the program.
According to the NSF, the seminar is intended as a national-level policy consultation on the historical, legal, administrative and contemporary dimensions of the BEFR, 1873. The Federation said it seeks to deepen awareness of the regulation, strengthen its implementation and consolidate recommendations for consideration by the Nagaland government.
Around 350 delegates from Nagaland and other parts of the Northeast are expected to attend. The participants are expected to include Members of the Nagaland Legislative Assembly, tribal hohos, civil society organisations, legal practitioners, administrators and academics.
The Federation said speakers from New Delhi and other parts of India have begun arriving in Nagaland ahead of the seminar, while other resource persons and delegates are expected to arrive on Thursday.
The seminar comes amid continuing discussions in the Northeast over the implementation and relevance of the BEFR, 1873, which regulates the entry of outsiders into areas covered by the regulation.
The NSF said the two-day consultation would provide a platform for stakeholders to examine the regulation and work towards recommendations on its effective implementation in Nagaland.
