The Joint Council Forum (JCF), comprising Middle Point Council, Churches Colony Council, NST Colony Council, Nyamo Lotha Colony Council and Khermahal Area Council, has announced plans to register and monitor hostels and paying guest (PG) accommodations within its jurisdiction following complaints of disturbances and inadequate supervision.
In a press release, the forum cited complaints of late-night disturbances, drunken brawls, unrestricted entry and exit, and unauthorised gatherings at some establishments.
The proposed framework will cover mandatory registration, resident records, regulation of timings and visitors, safety measures and periodic inspections. The JCF said it would coordinate with competent authorities to issue guidelines and refer violations to law enforcement agencies where necessary.
Clarifying that the measures were not directed at any individual or group, the forum called on hostel and PG operators to regularise their establishments and ensure responsible management. It said public safety, neighbourhood peace and student welfare must not be compromised for commercial interests.
