The Government of Naga National Council, Democratic Socialist Republic of Nagaland (GNNC/DSRN), has called for the immediate implementation of the Register of Indigenous Inhabitants of Nagaland (RIIN), while raising concerns over employment opportunities for Naga youths, alleged financial influence in appointments within the NSCN-IM and the direction of the Indo-Naga peace process.
In a statement issued by its Ministry of Information and Publicity (MIP), GNNC/DSRN said genuine indigenous Nagas must be given due opportunities and protection from the village level to the highest levels of administration and other institutions in accordance with applicable laws and policies.
Calls for RIIN implementation and protection of indigenous rights
The organisation particularly flagged the situation in Dimapur, Chümoukedima and Niuland, alleging that non-locals were increasingly active in these districts and questioning the state government’s silence over the non-implementation of RIIN.
It also called for accountability of village councils, offices and institutions found providing opportunities in violation of rules concerning indigenous rights, stating that such cases should be dealt with after due inquiry.
The statement said Naga youths were struggling to find employment in their own homeland, with many compelled to seek opportunities outside the state. It urged the government to prioritise the welfare, employment and economic advancement of the indigenous population while respecting the rights of others.
On shop closures and religious observance
The statement also referred to shop closure calls made in observance of Christian faith and community values, saying such decisions should be welcomed with understanding and mutual respect rather than unnecessarily opposed. It called on the Naga community to uphold its Christian faith and traditions while respecting the beliefs and rights of others.
Questions reported appointment of NSCN-IM go-between
On the Indo-Naga peace process, GNNC/DSRN raised questions over the reported appointment of Keviletuo Kiewhuo as go-between in the talks between the Government of India and the NSCN-IM, replacing Gen (Retd) Anthony Ningkhan Shimray as coordinator.
Questioning the basis of the appointment, it asked why Kiewhuo was selected when other experienced and qualified national workers within the NSCN/GPRN could also be considered for the responsibility.
The statement further raised allegations that the appointment may have involved financial arrangements rather than merit and national service. It also referred to claims circulating through what it described as reliable sources that the post of Public Relations Officer (PRO) to the Ato Kilonser had been obtained at a substantial price.
However, the organisation did not provide evidence to substantiate these allegations. It called on the NSCN-IM leadership to clarify the circumstances surrounding the appointments and ensure that important positions were filled on the basis of merit, experience, commitment and service to the Naga people.
It warned that distributing national responsibilities through money, influence or personal connections would undermine the principles of national service and marginalise those who had made sacrifices for the Naga cause.
Seeks clarity on political direction of peace process
The statement also expressed concern over the political direction of the NSCN-IM under the leadership associated with V.S. Atem, questioning whether the organisation was pursuing a political solution that reflected the historical and political aspirations of the Naga people or moving towards a settlement within the framework of the Indian Constitution.
Describing the Naga political issue as one of historical significance, identity and the future of the people, GNNC/DSRN called for transparency from the leadership on its political direction and how its approach would safeguard the historical rights and aspirations of the Nagas.
It maintained that the Naga political issue should not be reduced to individual interests, internal appointments or arrangements that fail to address the fundamental aspirations of the Naga people.
Warns against corruption and favouritism
In an official warning and public notice accompanying the statement, GNNC/DSRN declared that dishonesty, corruption, favouritism and discriminatory conduct affecting Naga society would not be tolerated.
It warned that individuals found engaging in such practices would be held accountable in accordance with applicable rules and established procedures, irrespective of their position, status, influence or authority.
“Accountability is mandatory, and no one is above the law,” the notice stated.
The organisation reiterated its demands for RIIN implementation, protection of indigenous rights and fair employment opportunities for Naga youths, while calling for accountability and transparency in matters concerning the Naga political movement.
