Subject: Pan Naga.
Honorable Chief Minister,
Strongly believing in the conscience of Nagaland Naga we, the undersigned bring our very deep concern on the issue of the Pan Naga, if it were to be an Agenda supposedly in the Talks between the National Socialist Council Nagaland (IM) and the Government of India: the Nagaland Naga did not and would not accept Pan Naga as proposed by the Socialist Council of the (IM).
The Naga lived under our own form of governance from time immemorial and before the colonial Power left India; we demanded, in 1929, from the Simon Commission to leave us as we were in ancient times. People from outside do not understand our Customs, Traditions and Culture; the most durable Interlocutor and former Governor of Nagaland Mr. RN Ravi honestly admitted he was not aware of the intricacies of the customs and traditions of the Nagas of Nagaland and expressed personal regret.
In Nagaland, it is not the Government, but the Villager who owns the land in accordance with our customs and traditions: and the Government of India realizing this has given us special protection under Article 371A.
It is learned the NSCN (IM) proposes a Pan Naga Body comprised of all Nagas of the Northeast India but of different States and residing in separate States, to be the common Cultural Authority with a Supreme Head in a socialistic pattern, which is strikingly contrary to the democratic culture of the Nagas of Nagaland.
Barring territorial physical integration, there is no possibility of Nagaland Naga accepting the Pan Naga scheme contrived by the NSCN (IM).
Thank you.
Yours Sincerely.
