AIACO urges government to publish PMAY-U beneficiary list for public awareness

The All India Anti-Corruption Organization (AIACO), has called for the identification of eligible beneficiaries and effective implementation of projects under the Pradhan Mantri Awas Yojana-Urban (PMAY-U), emphasizing that this responsibility lies with the State and Union Territory Governments.

In a statement, Wiphibangbo, State General Secretary of the All India Anti-Corruption Organization (AIACO), noted that the details of identified beneficiaries are provided by the respective States and UTs under the PMAY-U scheme. He urged the Municipal Affairs Department of the Government of Nagaland to publish a list of genuine beneficiaries to ensure transparency and inform the Naga public about how the PMAY-U projects are being executed.

The AIACO pointed out that based on project proposals submitted by the State of Nagaland, Rs 461.49 crore in central assistance has been sanctioned under PMAY-U. The scheme provides central assistance of Rs 1.50 lakh per house in the Beneficiary-Led Construction (BLC) vertical, released to States and UTs in three installments: 40%, 40%, and 20%. These disbursements are contingent upon the States fulfilling mandatory compliance requirements, which include the submission of utilization certificates for earlier releases, demonstrating physical progress, Aadhaar seeding of beneficiaries in the Management Information System (MIS), and geo-tagging various stages of construction.

According to the compliance submissions made by the State of Nagaland, Rs 191.06 crore has been released as the first installment, and Rs 159.93 crore as the second installment. The details of these sanctions are available on the official PMAY-U website. Additionally, scanned copies of utilization certificates totaling Rs 324.042 crore have been received from the State against the released central assistance. However, it said that the state has yet to claim the third installment for the completed projects approved under PMAY-U.

The AIACO reiterated the importance of accountability in the identification of eligible beneficiaries and project implementation, urging the Directorate of Municipal Affairs to take action to disclose the beneficiary list to the public.
