Itanagar, 10 March: Arunachal Pradesh Deputy Chief Minister Chowna Mein presented the state’s budget for the 2025-26 fiscal on Monday, outlining a total expenditure of Rs 39,842 crore. Emphasizing social and economic empowerment, he declared 2025-26 as the ‘Year of Human Capital.’

Describing the budget as a “transformative step” in Arunachal’s development, Mein reaffirmed the government’s commitment to fostering a skilled workforce, technological advancements, and entrepreneurship.

The budget estimates revenue receipts at Rs 34,544.07 crore and capital receipts at Rs 5,298.16 crore, marking an 11.16% increase from the previous year’s Rs 35,840.79 crore. Revenue expenditure stands at Rs 29,963.33 crore, while capital expenditure, including loan components, is estimated at Rs 9,878.90 crore.

Mein, who also handles finance, planning, and investment, noted that the Rs 966.65 crore fiscal deficit (2.02% of GSDP) aligns with the Arunachal Pradesh FRBM Act, 2006.

The budget is structured around four key pillars: investment in people, infrastructure, economy, and innovation. It aims for “Viksit Arunachal” with zero poverty, universal education, accessible healthcare, full employment, and economic inclusion for women.

Key allocations include Rs 3,000 crore for education, Rs 369 crore for health, Rs 392 crore for women and child development, Rs 106 crore for skill development, and Rs 2,000 crore under the Chief Minister’s Rural Connectivity Scheme to upgrade rural roads by 2029.

“With these strategic investments, Arunachal Pradesh aims to accelerate its journey toward a resilient, inclusive, and prosperous future,” Mein said.
