Can the LADP in Nagaland be cleaned up?

The inauguration of the air rifle shooting range at Government High School, Süngratsü, marks an encouraging departure from the longstanding concerns surrounding the Local Area Development Program (LADP) in Nagaland. MLA and Advisor TN Mannen’s remarks that this project represents a model of judicious and effective use of LADP funds are welcome, especially given the program’s troubled history.

Since its inception, LADP has aimed to promote grassroots development by allocating funds directly to MLAs for community projects. However, the program has frequently been mired in controversy. Reports of misuse, duplication of work, and false claims have tarnished its reputation. Funds intended for genuine public benefit have often been diverted into private hands or political patronage networks, with little to show in terms of tangible improvements on the ground.

Modifications introduced in 2005 attempted to bring more discipline to fund allocation by restricting spending categories to encourage the creation of durable community assets and development. In 2024, the government raised the LADP allocation for each MLA from Rs 1 crore to Rs 2 crore, a move intended to ensure wider development reach. An annual allocation of Rs 2 crore for every Assembly Constituency is large enough an amount that can virtually transform communities and usher in development if used judiciously. Yet, despite these policy adjustments, the fundamental problems of transparency and accountability remain unresolved.

The Süngratsü shooting range stands out as an example of what LADP can achieve when funds are utilized with a clear vision, proper oversight, and genuine intent. This project not only provides a valuable facility for youth development and sports but also symbolizes a shift toward more responsible governance.

Moving forward, the state government must ensure that all LADP funds are used similarly, with strict monitoring and transparent implementation. The establishment of independent oversight bodies and a culture of accountability will be essential to restore public trust. Otherwise, the program risks continued misuse, undermining the very purpose of uplifting communities. The Süngratsü shooting range offers hope that positive change is possible, but sustained effort is needed to make this the norm rather than the exception.
