The Confederation of All Nagaland State Service Employees Association (CANSSEA) held a detailed discussion with the Chief Executive Officer of the Nagaland Health Protection Society (NHPS), Thavaseelan K, IAS, on April 17 at the NHPS Headquarters to address the ongoing impasse between Future Generali India Insurance (FGII) and empaneled hospitals under the Chief Minister’s Health Insurance Scheme (CMHIS).
Led by its President Zubemo Lotha Tsanglao, Adviser Dr Ilang, and executive members, the CANSSEA delegation expressed deep concern over the disruptions in healthcare services that have impacted beneficiaries, especially state government employees and the general public.
During the meeting, CANSSEA was briefed on the financial bottleneck that has led to a standstill in many empanelled hospitals. Of the total ¹ 178.96 crore in claims submitted between April 1, 2024, and March 31, 2025, FGII has approved ¹ 147.65 crore for payment. However, only ¹ 99.28 crore has been disbursed so far, leaving ¹ 48.81 crore pending. This delay has created significant financial strain on the empaneled hospitals, resulting in service disruptions under the scheme.
In response, CANSSEA urged the State Government to consider a temporary financial intervention to bridge the funding gap until FGII clears the outstanding dues. “This intervention would help ensure the continuity of services under CMHIS and alleviate the current burden,” the association noted.
While acknowledging the teething problems of the still-nascent scheme, CANSSEA remained optimistic. “Though there are hiccups to this nascent Scheme, CANSSEA is hopeful that in the not-so-distant future, the issues will be fully resolved. The CMHIS holds great promise benefiting state employees and the public at large. Once the authority resolves the current situation, faster claim settlements and wider scope of healthcare services will help the beneficiaries,” the association said in a statement.
CANSSEA also appealed to the Insurance Regulatory and Development Authority of India (IRDAI), the Ministry of Finance, Government of India, the National Health Authority, and the State Government to take timely and coordinated action to resolve the matter with FGII and restore normalcy in the implementation of the scheme.
