The Chumoukedima District Village Councils’ Association (CDVCA) has “vehemently condemned the criminal act” of a cadre belonging to one of the NSCN factions, who allegedly entered a private residence at Aoyimkum on December 15, 2025, “armed to the teeth”, fired weapons in the presence of civilians and abducted several residents.
In a press release issued by the association, CDVCA stated that the armed cadre “entered into a private residence at Aoyimkum, terrorized innocent citizens by firing sophisticated weapons in the presence of civilians traumatizing the entire neighbourhood including senior citizens; and abducted several bonafide citizens of the village”.
The association also questioned the claim of mandate by Naga political factions, stating that “the temerity of the faction claiming to have the mandate of the Naga people, as publicized in the media, is outrightly absurd and laughable”. It said the reality is that “the people of Nagaland have been giving their mandate to the elected Governments of Nagaland all these decades rather than to the 30-odd factions of the Naga political groups that have mushroomed up in the last few years”.
Referring to the legality of business activities, the CDVCA said that the “legality or illegality of activities of the local Naga entrepreneurs in the State such as call centres or otherwise, is within the sole and only purview of the State Government to consider, deem or adjudicate”.

While stating that “altruistic services of the 30-odd factions should be acknowledged and appreciated”, the association asserted that “law and order, and upkeep of the same, is absolutely of the concern of State Government/Administration, and not of any other authority unrecognized by the law of the land”.
Noting that various Naga political groups are under ceasefire agreements with the Government of India, the CDVCA urged all factions “to calibrate with the State Government, which obviously has the mandate of the people of Nagaland and conduct themselves in accordance with the provisions of the laws of the land”.
The association also expressed strong dissatisfaction with the ceasefire monitoring mechanism in the state, stating that it “has been an absolute disappointment to the general public”. It said there have been “repeated instances where those adhering and believing in the sanctity of the unity and integrity of the union of India have been totally ignored”.
The CDVCA further said that “the Chairman of the Ceasefire Monitoring mechanism is ineffective as far as the people of Nagaland are concerned”. On this basis, the villagers of Chumoukedima district were said to be of the “unanimous opinion” that the chairman of the Ceasefire Monitoring Group or Cell should “relinquish office immediately and enable someone, if any, to take up the concerns of the villagers of Nagaland”.
The association also called for steps to “restore the faith and confidence of the people of Nagaland to the institution of Statehood and Union or Federal structure of the Nation”.
Stating that accountability must be uniform, the CDVCA said that “illegal activities of everyone, be it of factions in CF agreements or not, be brought under the ambit of the laws of the land, and penalized if and when applicable”.
The press release was signed by CDVCA convenor Razouvotuo Chatsu and secretary Mishi Vika H Chishi.
