Kohima, 27 March (MTNews): Chief Minister Rio during the budget speech asked all the Centrally Sponsored Scheme (CSS) implementing Departments to ensure that within 30 days from the date of receipt of fund from the Central Government, both the Central and State share must be released otherwise a delay will cost them a penalty of 7% per annum on the amount received.
Therefore, he asked all the CSS implementing Departments to ensure timely movement of files.

 

He also informed that the CSS implementing departments will be required to manage all receipts and expenditure as well as submission of Utilization Certificates through the PFMS portal, and that under the new system, both the State as well as Central Government will have the facility of view all transactions undertaken from the Single Nodal Account linked to PFMS.

 

He also asked the departments that are paying less attention to their core activities but focusing more on construction of offices and residential buildings to be corrected.

 

An amount of Rs 82,000 lakh was fixed for annual development outlay for the year 2023-24 out of which an amount of Rs 25,000 lakh was earmarked for State Matching Share for CSS programs to ensure release of funds by the Central Government.

 

Speaking on Corporate Social Responsibility, he said, as of now, the funds received, formally committed, and the value of goods amounts to Rs 82 crore.
