A law and order review meeting was held on May 26, 2025, at the DPDB Conference Hall, Chumoukedima, in response to the incidents that took place on May 23 at Unity Village. The meeting was attended by representatives of Village Councils, GBs, the Police, and security agencies.

During the meeting, Deputy Commissioner of Chumoukedima, Polan John, described the incidents as unfortunate and disturbing for all. He stated that such incidents indicate that the factions involved have no regard for public opinion. “By and large, citizens from all tribal sections, forums, and unions are calling for peace. Negotiations are in an advanced stage with the Government of India for a solution, and there are rules that must be adhered to,” he said.

The DC further stated that such incidents are illegal acts and are punishable by law. Movement outside designated camps with arms is strictly prohibited and constitutes a violation of ceasefire ground rules. “The public is raising concerns over these incidents, which continue to occur despite village authorities taking a stand and speaking out on behalf of the people. These are serious offences, and if the factions do not heed the public’s sentiments, the trust and confidence placed in them will be questioned,” he warned. “As government functionaries, we will be compelled to escalate the matter to the Ceasefire Monitoring Group if such violations continue.”

He thanked the village councils and GBs for sharing their concerns and valuable suggestions and assured them that a detailed report from the police would be submitted to higher authorities, where serious action would be initiated. Emphasizing the importance of clarity in ceasefire rules, he stated that clear directives are needed. “As part of the government machinery, we have our own protocols to follow, and there are limitations. However, we assure full coordination, assistance, and necessary guidance,” he said, urging the councils to submit their representations and ultimatums.

The DC expressed hope that the meeting would lead to positive outcomes through the collaboration of the security forces, police, and district administration. He urged the village councils to maintain communication with the administration, police, and security forces to prevent any communication gaps and to ensure prompt response in case of future incidents.

Regarding the law and order situation, the police and security forces highlighted that they had launched an operation after the incident. However, under the ceasefire ground rules, their actions were restricted, and they were denied access to the Ceasefire Monitoring Office. They further stated that the government is awaiting a detailed report, after which further directions will be issued. “Crime is crime, and as police officers, we are fully aware of it and will take action accordingly,” they said. They also noted that extortion is widespread, but no one is coming forward to lodge complaints. They urged community leaders to support and cooperate in addressing legitimate crimes. Police personnel are actively working to arrest those involved in the case and assured that the matter would be taken up soon.

Representatives from all the village councils expressed their grievances over the incidents. They said the village councils are deeply concerned for the safety of their citizens and have resolved to take stern measures, including cancelling land pattas, enforcing non-cooperation, expelling individuals from the village, and rejecting the presence of designated camps within their jurisdiction. The public is anguished, and if such incidents recur, they warned that people may take matters into their own hands. The councils resolved to file an FIR and demanded the arrest of the culprits within 48 hours. They also requested the administration to ensure that such incidents do not recur and called for strict action to prevent future violations.
