The Medical Engineering Division, Kohima, and contractor KC Infra Projects Pvt. Ltd. have issued formal assurances regarding the completion, quality, and rectification of the 50-bedded AYUSH Hospital at Sabangya, Mokokchung. The commitments come in response to concerns raised by the Chungtia Students’ Union, Chungtia Village Council, and other stakeholders regarding the hospital’s construction quality.
In a certification dated October 13, 2025, the Medical Engineering Division affirmed its commitment to completing the hospital in strict adherence to approved designs, quality, durability, and safety specifications. The Division pledged constant supervision by a contractor site engineer present at the site 24×7, with weekly inspections by the Department Site Engineer to ensure accountability. A technical team of external experts will be appointed to conduct necessary tests, identify areas for rectification, and provide a detailed plan of action. The rectifications will be approved by a Joint Stakeholder Supervision Team and certified by a reputed technical institute.
The Division also confirmed that the old construction team would be replaced with a new team, guided by the contractor site engineer, and that all work will use quality materials in line with IS codes, including cement, sand, TMT bars, bricks, and concrete cubes for testing. Hairline and joint cracks will be corrected with proper techniques and concrete bonding materials as suggested by the stakeholders. A site record book and RFI system will be maintained to ensure transparency and clarity.
It was also assured that a Joint Stakeholder Supervision team will be promptly constituted comprising of representatives from the Administration, CMO Office Mokokchung, Directorate of Health & Family Welfare, Chungtia Village Council, and Chungtia Students’ Union. Once work on the project resumes, it will continue without interruption and be completed at the earliest, with the Contractor executing all tasks directly and no sub-letting permitted under any circumstances.
The Medical Engineering Division also assured that it will take full responsibility for any future quality issues arising from the Contractor’s work due to lapses in the Division’s monitoring and supervision. The Division reaffirmed its commitment to the proper and timely execution of the project, pledging to complete all necessary rectifications and remaining works to deliver a fully functional healthcare facility within the next 12 months. Upon completion of all rectifications and the building in its entirety, the Division stated that it will provide a written certification confirming that the construction has been carried out in accordance with IS codes, “subject to periodic maintenance and exposure conditions, to achieve the intended design life of 40-50 years.”
“This Certification is issued as anassurance to all concerned authoritiesand the stakeholders from Chungtia Village reaffirming our commitment towards the successful realization of the AYUSH Hospital project,” the Division affirmed.
KC Infra Projects assures strict quality and supervision
Mirroring the Medical Engineering Division’s assurances, the KC Infra Projects Pvt. Ltd. has assured the Chungtia Students’ Union of strict adherence to quality and supervision in the construction of the AYUSH Hospital. In a letter addressed to the CSU president, Aakash Sethi, Director of the company, outlined measures to ensure the project meets required standards and deadlines.
Sethi stated that a full-time Site Engineer would be appointed immediately to monitor works around the clock. The technical team responsible for retrofitting will be fully supported and apprised of all site conditions. The existing construction team will be replaced with a new team, which will work under the supervision of the Site Engineer to ensure quality and stability. Concrete cubes will be prepared and maintained for testing, and only high-quality materials including cement, TMT bars, sand, coarse aggregates, and bricks will be used.
He said the final completion timeline will depend on reports and designs provided by the retrofitting technical experts, but the project will be completed within 12 months. Sethi added that no work will proceed without approval from the Joint Stakeholder Supervision Team, and all cooperation will be extended to ensure efficiency and clear working directions.
To address hairline cracks, the v-groove cutting technique will be applied along with chemicals from reputed brands. Once construction resumes, it will continue uninterrupted, and any unforeseen situations will be communicated to the Joint Stakeholder Supervision Team. A record of instructions and work progress will be maintained for transparency.
“We accept that CSU and CVC reserve the right exclusively to demand the work in the future as per the D.P.R vide order no MED/ENG/TB/wor2017-18/377-78,” the contractor pledged.
