CPO opposes reported transfer of sanctioned posts from Phek to Meluri

The Chakhesang Public Organisation (CPO) has strongly objected to the reported transfer or redeployment of sanctioned posts from the establishment of the Deputy Commissioner, Phek, to the newly created Meluri district.

In a representation to the Chief Secretary, the apex tribal organisation said it had learnt through what it described as “credible and reliable sources” that the government was in the process of transferring sanctioned posts, along with incumbent employees, from the DC Phek establishment to the DC Meluri establishment.

While acknowledging the government’s prerogative to create new districts and strengthen their administrative institutions, the CPO said the development of Meluri should not come at the expense of weakening Phek.

The organisation said routine transfer and posting of government employees based on administrative requirements was within the government’s authority and was not being questioned. However, it drew a distinction between transferring employees and transferring the sanctioned posts attached to Phek.

“Employees may be transferred as required by service rules, but the sanctioned posts belonging to Phek District must remain with Phek District,” the CPO said.

The organisation also claimed that the DC office and administrative sub-divisional offices under Phek were already functioning with inadequate manpower and faced persistent staff shortages in several key establishments. Any redeployment of sanctioned posts, it said, would further aggravate the shortage and affect the delivery of public services.

The CPO further claimed that it had received information of instances in other departments where sanctioned posts, along with incumbent employees, had been transferred from Phek to other districts.

It has demanded the immediate recall of orders involving the transfer or redeployment of sanctioned posts from Phek and called for additional posts to be sanctioned separately for Meluri without reducing Phek’s sanctioned strength.

The organisation said Phek’s administrative interests would be defended through “legitimate and democratic means” and urged the government to act with fairness and administrative prudence.
