The Deputy Commissioner (DC) of Mokokchung has issued new guidelines for the transfer of arms licences to legal heirs, aiming to streamline the process under the Arms Rules, 2016, and the Arms Act, 1959. The Licensing Authority will grant a license to the legal heir of a deceased licensee under the following conditions:

After Death of Licensee: The license may be granted to the legal heir upon the death of the licensee, provided the heir meets the eligibility conditions, with no adverse remarks in the police report.

For Long-Term Holders: If the licensee reaches the age of seventy or has held the firearm for 25 years, the legal heir nominated by the licensee may apply for a license.

Multiple Legal Heirs: If there are multiple legal heirs, one of the heirs chosen by all others may apply. The application must include:

· A declaration of no objection from the remaining heirs.
· An indemnity bond with details of the licence and the arm(s).
· A copy of the deceased’s death certificate.

Disposal of Firearm: If the heirs wish to sell the firearms, they may apply for temporary permission from the Licencing Authority to sell to a licensed dealer or eligible individual.

The term ‘legal heir’ includes the husband, wife, son, daughter, son-in-law, daughter-in-law, brother, sister, and grandchildren of the licensee or deceased licensee.

Required Documents:
· Application in Form Al.
· Antecedent certificate from the police.
· Fitness certificate from the Office of the Chief Medical Officer.
· Safe use and firearms undertaking.
· Address proof and birth certificate.
