For the fiscal year 2021-22, the Ministry of Tribal Affairs sanctioned Rs 13,66,40,000 to the Government of Nagaland for the creation of capital assets under Article 275(1) of the Constitution of India. This funding will support various activities approved by the Project Appraisal Committee (PAC) in meetings held on September 16, 2021, and February 27, 2022.

In a letter addressed to the Pay & Accounts Officer at the Ministry of Tribal Affairs, Vaibhav Goyal, Deputy Secretary, on 3 March 2022 confirmed the President of India’s approval for the release of funds.

The sanctioned amounts were earmarked for the following projects:

· Hostel Construction at Kigwema, Kohima: Originally approved in 2018-19, with a total project cost of Rs 100 lakhs. Rs 50 lakhs was previously released, and an additional Rs 50 lakhs was approved for 2021-22, fulfilling the project’s financial needs.

· Tribal Sports Center Sovima, Dimapur: Also first approved in 2018-19, with a total cost of Rs 200 lakhs. Rs 100 lakhs was previously provided, and an additional Rs 100 lakhs was sanctioned for 2021-22, completing the committed financial requirements.

In addition, new proposals for the year 2021-22 under Article 275(1) include:

· Primary Health Centre at Alongtaki, Mokokchung: Rs 40 lakhs for infrastructure development.

· Community Halls: Rs 200 lakhs for Lirmen, Medemyim, Yajang ‘B’, and Kumpani Ward under Mangkolemba in Mokokchung; Rs 50 lakhs for Longchami village, Akuloto, Zunheboto

· Convention Hall: Rs 100 lakhs at Chiephobozou. (Committed liability during the year 2018-2019) in Kohima

· Toilets for boys and girls at Govt. Schools: Rs 45 lakhs for Longchem, Tzurangkong,  Saring,  Lirmen Alongtaki, Yajang’C’, Molungkimong, Chungtiayimsen and Changdang villages in Mokokchung

· Tribal Hostel: Rs 100 lakhs for tribal hostel at Bayavu Hill, Kohima

· Repair & Renovation of Village Community Hall for three villages under Mokokchung District – Aokum (Rs 15 lakhs); Watiym (Rs 10 lakh); Japu (Rs 10 lakh)

· Tribal Multipurpose Building at Aboi, Mon: Rs 40 lakhs

· Community Hall at Phom Colony in Dimapur: Rs 50 lakhs

·  Upgradation & Renovation of Customary Court at Chongpo Khel, Tuensang village: Rs 10 lakhs

· Upgradation & Renovation of Community Hall at Pilashi Khel, Tuensang village: Rs 15 lakhs

· Construction of Community Hall along with Public Washrooms and Toilet in Mon: Rs 100 lakhs

· Purchase of Hearse, PPE Kits, Pulse Oximeter, N.95 Masks for Beth Shalom Welfare Society (NGO): Rs 50 lakhs

· Construction of Public Galleries at Town Public Ground, Tuensang: Rs 100 lakhs

· Construction of Multipurpose Building at Baghty, Phase-I, Wokha:  Rs 50 lakhs

· Upgradation & Renovation of Government Medical Centres at (1) Aosenden, (2) Longpayimsen, (3) Merangmen, (4) Moayimti, (5) Japu, (6) Nokpu, (7) Yajang ‘A’, (8) Yajang ‘C’, (9) Lirmen and (10) Longchem in Mokokchung: Rs 100 lakhs

· Tribal Community Hall at Kusong village, Noklak: Rs 50 lakhs

· Construction of Community Hall at Netnyu village, Longleng: Rs 100 lakhs

· Construction of Multipurpose Hall at Mongsenyimti Compound, Mokokchung: Rs 50 lakhs

· Construction of Multipurpose Hall at Thahekhu village, Phase-I, Dimapur: Rs 50 lakhs

· Repair & Renovation of CHC, Mokokchung Mangkolemba, Mokokchung: Rs 35 lakhs

· Construction of Cultural Hall at Aichisaghemi village, Phase-1, Zunheboto: Rs 50 lakhs

· Construction of Multipurpose building at Dimapur: Rs 50 lakhs

· Construction of Community Council Court at Zhavema village, Phek: Rs 100 lakhs

· Construction of Panchayat Hall at Old Monger village, Kiphire: Rs 50 lakhs

· Construction of Traditional Community Hall at Longkong village, Mokokchung: Rs 50 lakhs

· Construction & Installation of Mineral Water Plant at Japu village, Mokokchung: Rs 50 lakhs

The Deputy Director further said the Project Appraisal Committee (PAC) has sanctioned an additional Rs 6,78,62,000 for the fiscal year 2021-22. This amount addresses committed liabilities from activities approved in the previous fiscal year, 2020-21.

The PAC had initially approved a total of Rs 23, 96, 00,000 for 2020-21. However, only Rs 17, 17, 38,000 was released due to pending Utilization Certificates (UCs). With the submission of these UCs by the State, the PAC has now approved the release of the remaining balance of Rs 6, 78, 62,000 to ensure the completion of the previously sanctioned activities.

The additional proposals or activities approved by PAC during 2021-22 are as follows:

Construction of Student Library Buildings: Rs. 70 lakhs for Longsemdang and Japu Villages, Mokokchung.

Village Internal Roads: Rs 125 lakhs for Medemyim, Watiyim, Longtho, Atophumi, and Tsuremmen Villages, Mokokchung.

Tribal Hostel at Sechu-Zubza, Kohima: Rs. 100 lakhs.

Boys Hostel at Peren Govt College: Rs. 100 lakhs

Library Books for 15 Government Colleges: Rs. 10 lakhs (sought: Rs. 150 lakhs).

Toilets for Boys and Girls at Govt Schools:

· Rs. 15 lakhs for Sabangya, Medemyim, and Aokum, Mokokchung.

· Rs. 15 lakhs for Tesophenyu, Phenwhenyu, and Terogunyu, Tseminyu.

Village Footsteps for 16 Villages Across the State: Rs. 75 lakhs.

Tribal Women Market at Longtho, Mokokchung: Rs. 75 lakhs.

Tribal Hostel for Wangkhao College, Mon: Rs. 100 lakhs.

Guest House at Thipuzu, Phek: Rs. 50 lakhs.

The total amount of Rs. 8,23,00,000 is allocated for new additional proposals, while the grand total, combining committed liabilities and new proposals, amounts to Rs 14,13,62,000.

For the fiscal year 2021-22, the total approved amount was Rs 19,21,30,000. This includes an additional grant of Rs 14,13,62,000 and a previous year’s unspent balance of Rs  276.53 lakhs.

Funds released to date (March 3, 2022) total Rs 15,95,69,000. The remaining disbursements include Rs 96,30,000 under Grant-in-Aid-General (GGA) and Rs 13,66,40,000 for Creation of Capital Assets (CCA).
