Two government bills were introduced during Phase II of the ongoing 8th session of the 14th Nagaland Legislative Assembly on 26 March.
The bills for the Frontier Nagaland Territorial Authority (FNTA) Bill, 2026 and the Nagaland Jan Vishwas (Amendment of Provisions) Bill, 2026 were moved by Deputy Chief Minister Yanthungo Patton. NLA Speaker Sharingain Longkumer informed the house that the consideration and passing of the bills will be taken up on 27 March.
Meanwhile, The Eastern Nagaland Peoples’ Organization (ENPO) has appealed to the Nagaland government to ensure that the provisions of the February 5 Memorandum of Agreement (MoA) are fully reflected in the Frontier Nagaland Territorial Authority Bill, 2026.
In a representation addressed to Chief Minister Neiphiu Rio, ENPO acknowledged the introduction of the bill in the State Legislative Assembly on March 26 but expressed concern over possible deviations from the agreed terms.

“We appreciate the State Government for introducing the FNTA Bill, 2026 on the floor of the State Legislative Assembly on 26th March 2026. However, it appears that some contents of the Memorandum of Agreement (MoA) signed between the Government of India, State Government and ENPO on 5th February 2026 at New Delhi were found to have been omitted or changed,” the organization stated.
The ENPO urged the government to review the bill before its passage. “Therefore, the ENPO appeal the state government under your esteemed leadership to kindly review the contents of the introduced Bill to ensure that the contents of the MoA are duly reflected without any dilution while passing the said Bill on 27th of March 2026,” it said.
The appeal was signed by ENPO president Chingmak Chang and general secretary Honang Konyak.
Nagaland government allocates Rs 100.57 crore to FNTA
The Nagaland government has proposed an allocation of Rs 100.57 crore as grants to the Frontier Nagaland Territorial Authority (FNTA). Announcing this as part of the state budget in the Assembly on Thursday, Chief Minister Neiphiu Rio said the amount represents a proportional share of the state development fund after accounting for statewide obligations, including non transferred departments. The Chief Minister also conveyed Union Home Minister Amit Shah’s desire to launch the FNTA by April.
