The Eastern Naga Students’ Federation (ENSF) on Wednesday announced that it is putting its ongoing agitation on hold with immediate effect after receiving an invitation from the Department of School Education (DoSE) to address its demands.
In a statement issued by ENSF president Nuheymong Yim and secretary general James Konyak, the federation said it had received a letter from the DoSE inviting the federation to discuss its “genuine demand” in connection with the ultimatum it had served on 3rd September 2025.
“The federation hereby keeps the ongoing agitation on hold with immediate effect until further order,” the statement read.
The ENSF and its federating units have been invited for discussion on September 20 to resolve the issues flagged by the student bodies on the rationalization of teachers issues. It is also learnt that the chief minister of Nagaland had also convened an emergency meeting on September 17 where the issues flagged by the ENSF were discussed.
Prior to announcing that the agitation would be kept on hold, the ENSF had declared the commencement of its third phase of agitation from September 18, directing all its federating units to seal government offices, including administrative offices, shut down all educational institutions, both private and government, and restrict the movement of government-registered vehicles.
CM holds emergency meeting
An emergency meeting was convened by Nagaland Chief Minister on Wednesday morning at the Civil Secretariat, Kohima, to address the ongoing agitation and demands of the Eastern Naga Students’ Federation (ENSF) concerning the teacher rationalization exercise in the eastern districts.
The meeting was attended by CL John, Minister for Forest, Environment and Climate Change and Village Guards; P Paiwang Konyak, Minister for Health and Family Welfare; Wangpang Konyak, Advisor for Social Welfare; Dr. Kekhrielhoulie Yhome, Advisor for School Education and SCERT; Chief Secretary Sentiyanger Imchen, IAS; Home Commissioner Abhijit Sinha; along with senior officials of the School Education Department.

The School Education Department explained the reasons behind the rationalization order issued in August 2025 and outlined the steps taken to address the issues flagged by the ENSF, stating that the exercise was carried out after Cabinet approval.
Officials highlighted that the six eastern districts together have 606 government schools, 45,174 students, and 4,733 teachers, with a pupil-teacher ratio of 10:1 as per UDISE 2024–25.
After deliberations, several key decisions were made, including:
1. Revert the 33 teachers who were posted out from the eastern districts in the rationalization exercise.
2. Identify Hindi, Maths, Science and requisite number of teachers from the 6 eastern districts serving in other districts and transfer/ post them to their indigenous districts to fill up the shortage of teachers in schools in the 6 eastern districts.
3. Post the newly recruited Maths and Science Teachers to schools with shortages as per their indigenous district.
4. On need basis, convert vacant posts under the School Education Department to Hindi, Maths or Science posts and recruit through open advertisement.
5. To immediately get the status of the LDA who was posted to SDEO Noklak and take disciplinary action, if needed, since the official has already been reverted back to SDEO Noklak from Niuland in 2024.
6. Expedite the exercise being undertaken by the Department to fill up the deficiencies in schools from schools with excess teachers.
7. As a stopgap arrangement, community engagement of teachers may be explored.
8. Consult concerned elected representatives and district administration for rationalization of teachers.
