Finance Department informs on CMLIS claims processing

The State Finance Department has issued the following important guidelines regarding the Claims Processing under the Chief Minister’s Universal Life Insurance Scheme (CMLIS), for the benefit of beneficiaries and their families. The CMLIS initiative is designed to provide comprehensive support to families affected by death of Breadwinner or affected by Accidents, ensuringFinancial Security through a clear and efficient claims processing.
1. Claims for Death of Breadwinner due to any reason:
· The person should be registered as breadwinner in CMLIS portal.
· Claim/Death must be intimated to the Insurance Facilitation Cell of Finance Department, within 3 weeks through call or WhatsApp to 9366494507.
· The facilitation cell will assist in further documentation. Detailed instructions are available on our official website: cmlis.gov.in.
2. Accidental Insurance Claim:
– What is considered as “Accident” under this Policy?
“Accident” means a sudden, unforeseen and involuntary event caused by external, violent and visible means. Natural calamities being in the nature of accidents, any death / disability resulting from such natural calamities is also covered under CMLIS. While death due to suicide is not covered, that from murder is covered.
In case of incidents like road, rail and similar vehicular accidents, drowning, death involving any crime etc, the accident should be reported to police. In case of incidents like snake bite, fall from tree etc, the cause should be supported by immediate hospital record.

– What is not covered/regarded as Accident under this Policy?
1. Illness/Loss caused by Childbirth/Pregnancy.
2. Illness/Loss caused due to Mosquito bite and resultant diseases.
3. Illness/Loss caused due to Bio-Chemical nuclear weapons.
4. Illness/ Loss caused by participating in Civil Riot/Rebellion/ Terrorism activities
5. Intentional Self-Inflicted injury or illness
6. Injury under the influence of intoxicants or hallucinogens.
7. Suicide/attempt of Suicide
8. Wilful participation in illegal activities
9. Pre-existing Diseases and complications arising from it.
10.   Participation in Sports and adventure sports without the supervision of a trained professional.
**This is an Indicative list of exclusions only. Beneficiaries are requested to go through the exclusion list on the cmlis.gov.in website.
Claim Process for Accidental disability or death of Breadwinner or Dependent.
· The Claimants must be registered as a beneficiary under CMLIS and will cover deaths due to accident as confirmed by documentary evidence only.
· Time Intimation of Claim: Claims must be reported within seven days of the accident and no later than one month from the date of the actual or potential loss. The intimation shall be provided over call or WhatsApp to 9366494507.
· Mandatory Intimation to nearest Police Station: It is mandatory to report the accident to the nearest police station and ensure it is documented in the General Diary.
· Mandatory Post Mortem for Death Claims: A post-mortem report is mandatory for claims related to death.
· Inquest Reports wherever Postmortem is not possible: If a post-mortem is not feasible due to a genuine reason, an inquest report from the Administrative Officer or Executive Magistrate under Section 194 of the Bhartiya Nagarik Suraksha Sanhita (BNNS) must be submitted.
This report should include:
1. Photos of injuries sustained due to accident if any.
2. Photos taken during the inquest with police personnel present.
3. A medical certificate indicating the cause of death.
· Immediate necessary action by affected Family:
Families affected by an accident should promptly approach the administration to conduct an inquest when a post-mortem is not possible.
· Claim Documentation:
Comprehensive details regarding the claims process can be found at cmlis.gov.in.
3. In case of Death of Breadwinner due to Accident, both life insurance and accidental insurance claims can be processed independently
Important Note for Claimants
The CMLIS Portal is still open for the general public who have not registered for the scheme and may register themselves.
