Nagaland Governor Nand Kishore Yadav has called on government departments in Mokokchung to shift from a scheme-based approach to outcome-based governance, stressing accountability, inter-departmental convergence and clear timelines for implementation.
Yadav made the call while chairing a high-level meeting at the Deputy Commissioner’s Conference Hall in Mokokchung on Thursday as part of his visit to the district to review developmental schemes and projects being implemented by various government departments.
The meeting was attended by elected representatives, Deputy Commissioner Ajit Kumar Verma, IAS, Superintendent of Police and heads of various line departments.
Emphasising accountability, the Governor asked officers to conduct regular field inspections and ensure that responsibility is fixed for delays in the implementation of schemes and projects.
He also stressed the need for convergence among departments, particularly in areas such as agriculture, tourism and youth development, saying departments should work together rather than function in isolation.
On youth development, Yadav called for greater focus on quality education, digital literacy, entrepreneurship and employable skills, stressing that young people should be treated as partners in development.
He also highlighted agriculture and the local economy, calling for greater productivity, value addition, branding and market access for farmers as well as handloom and handicraft producers.
On tourism, the Governor emphasised the need to promote sustainable tourism that generates local employment and income while protecting the district’s environment and cultural heritage.
Yadav urged departments to regularly ask three questions: “What have we achieved? What remains pending? And what specific action should be taken?” He also called for reasonable targets and clear timelines to ensure effective implementation.
The Governor expressed optimism that coordinated efforts could help Mokokchung create greater opportunities for its youth, improve returns for farmers and strengthen the delivery of essential services in villages while preserving its cultural and natural heritage.
Earlier, Deputy Commissioner Ajit Kumar Verma delivered the welcome address, while Er Neithozo Theunuo, NCS, EAC Mokokchung, presented the district profile. Presentations were also made by the Departments of Agriculture, Medical, PWD (R&B), Land Resources and DPO (ICDS).
Advisor for Water Resources Tongpang Ozukum also addressed the gathering, while Additional Deputy Commissioner Atsungba Walling, NCS, proposed the vote of thanks.
