The Rising People’s Party (RPP) has accused the NDPP-BJP coalition government of turning the Hornbill Festival into “a giant money laundering enterprise.” While acknowledging Chief Minister Neiphiu Rio’s role in putting Nagaland on the global tourism map, the RPP stated, “It has come at a huge cost.”

Citing media reports, the RPP highlighted that Rs 100 crore was sanctioned for “infrastructure development” at Kisama Heritage Village for the 25th edition of the festival. “100 Crores is not a small amount,” the RPP said, alleging that the government demolished the existing pavilion at Kisama only to rebuild it at an “inflated cost of Rs 52 Cr.”

In comparison, the RPP pointed out the glaring neglect of other critical projects. “The NFHRCC had to issue an ultimatum to the state government for the release of Rs 145 Cr for the construction of the Foothill Road,” it noted. Similarly, the Dimapur Urban Council Chairmen Federation (DUCCF) had recently decried “the lack of roads and the crumbling infrastructure in Dimapur.”

The RPP also criticized what it termed as the government’s “misplaced priorities.” It questioned the Rs 18 crore allocated for the renovation of the Dimapur Town Hall, stating, “An amount which could have easily built a new world-class facility.” Meanwhile, the Old Fly-Over in Dimapur was sanctioned just Rs 2 crore for renovation. “Dimapur needs several new flyovers and better basic amenities, and yet the misplaced priority of this government and its laundering skill is astounding,” it said.

The RPP further alleged that both the Town Hall renovation and the Kisama projects were awarded to the same contractor, adding to their concerns about transparency. “In short, the entire state has become one giant money laundering ecosystem,” the party asserted.

The RPP has demanded that the state government provide a full account of how the Rs 100 crore was spent at Kisama and disclose the revenue generated during the festival.
