A census survey, known as the Survival Mokokchung Census, is set to begin in November 2024 across the Langpangkong and Tzürangkong ranges of Mokokchung district. This survey is aimed at better managing the Inner Line Permit (ILP) requirements along the Assam-Nagaland border. According to Ao Students’ Conference (AKM) officials, the census in Mangkolemba will also start approximately six months later.

The Tzürangkong range, which spans about 15 villages near the Assam-Nagaland border, has experienced challenges with ILP enforcement. In a meeting held today at Chungtiayimsen community hall, the Chungtiayimsen Village Council and Ao Students’ Conference discussed these issues. The village council proposed setting up an ILP registration centre in Chungtiayimsen to address the long-standing gaps in permit checking at the Nagaland border.

The Village Council Chairman stated that ILP enforcement has been lax for “a very long time” and that many individuals may currently lack valid permits. Additionally, obtaining ILPs from Mokokchung has proven to be challenging, pushing the council to propose establishing an ILP centre at the Tzürangkong Border Magistrate Office in Merangmen village.

Due to the lax implementation of ILP regime in the region for an extended period, the council anticipates that numerous individuals may not have the necessary permits. “While we have been issuing temporary ILPs through the border magistrate’s office, these are not permanent. If ILPs are strictly enforced without accessible permits, it could negatively impact local businesses, therefore, we proposed that the ILP be issued from the Tzürangkong Border Magistrate Office in Merangmen village,” the Chairman added.
