New Delhi, 10 March: The Lok Sabha will hold an hour-long debate on the imposition of President’s Rule in Manipur, discussing the statutory resolution seeking parliamentary approval.
The decision was taken during a meeting of the Business Advisory Committee (BAC) on Monday, March 10, chaired by Speaker Om Birla. Given Manipur’s prolonged instability, the debate is expected to shape the Centre’s stance on the issue.
The BAC also decided to cancel the Lok Sabha session on March 13 due to Holi celebrations. To make up for the lost day, a session will be held on Saturday, March 29.
Centre to present Budget for Manipur
With President’s Rule in place, the Centre will present Manipur’s budget in the ongoing Budget Session. Tripura BJP MP Biplab Deb confirmed this, stating:
“Nirmala Sitharaman, under the leadership of PM Modi, had presented a visionary budget. In Manipur, President’s Rule is underway, so naturally, the central government will present the budget for Manipur. The government has taken it seriously.”
The session will also see Union Home Minister Amit Shah introducing the “Tribhuvan” Sahkari University Bill, 2025, to establish the Institute of Rural Management Anand as a university of national importance.
Finance Minister Nirmala Sitharaman will present Manipur’s estimated receipts and expenditures for the 2025-26 fiscal year.
Meanwhile, Union Minister Sarbananda Sonowal will introduce the Bills of Lading Bill, 2024, defining the legal rights and liabilities related to goods transported under a bill of lading.
Congress MP Priyanka Gandhi will present the standing committee’s 251st report on Home Affairs, covering government actions on prison conditions, infrastructure, and reforms.
President’s Rule in Manipur
In the Rajya Sabha, Amit Shah will table documents related to the proclamation imposing President’s Rule in Manipur, issued on February 13, 2025, under Article 356 of the Constitution.
The imposition followed a report from the Manipur Governor, suspending the state government’s authority and transferring legislative powers to Parliament.
