Mizoram Chief Minister Lalduhoma on Monday announced that government employees who are no longer fit to perform their duties due to various reasons will be offered voluntary pension under the newly launched Special Voluntary Retirement Scheme (SVRS).
According to a PTI report, the chief minister informed that service review committees are being established in all departments to identify non-performing employees unable to fulfill their responsibilities, including those facing health challenges.
“Our government has introduced a special voluntary pension scheme for employees. Any employee, who is no longer fit to execute his or her duty, is expected to apply for voluntary pension under the scheme. We are not trying to sack the employees but give them an opportunity for their honourable exit,” Lalduhoma told the assembly.
He further stated that improving the quality of public service is essential for ensuring good governance and strengthening the government.
Following its assumption of office in December 2023, the Zoram People’s Movement (ZPM) government, led by Lalduhoma, committed to ending the longstanding practice of government employees illegally hiring proxies. Employees engaged in such practices were directed to report to their respective departments.
Data collected from 44 departments revealed that 3,365 government employees had hired proxies to work in their place. While multiple reasons were cited for employing substitutes, over 2,000 employees attributed the decision to health issues, and 703 employees cited domestic problems.
In June 2024, the state government instructed employees using proxies to return to their official postings within 45 days.
Lalduhoma informed the assembly that currently, no reports of employees hiring proxies have been received. However, he added that the government will take appropriate action against any employees and officers who continue to engage in such practices.
Under the Mizoram Special Voluntary Retirement Scheme, 2024, which was notified in January, regular employees governed by the CCS Rules, 1972, who have not completed 20 years of service, and employees under the Mizoram New Defined Contributory System, 2010, are eligible to apply for voluntary retirement.
