DEO issues fresh guidelines for ongoing SIR
The Mokokchung district election authorities have issued fresh instructions for the ongoing Special Intensive Revision (SIR) of electoral rolls, including home visits by Booth Level Officers (BLOs) to collect documents from electors who have been issued notices for being unmapped or having logical discrepancies.
According to a press note issued by Deputy Commissioner and District Election Officer Mokokchung, Ajit Kumar Verma, the BLOs will visit the homes of such persons, collect the required documents and upload them on the Election Commission of India’s portal for consideration and decision by the Electoral Registration Officer (ERO) or Assistant Electoral Registration Officer (AERO).
Such persons need not be called to the ERO/AERO office for a hearing, the district election office stated.
Hearings will be held only in exceptional circumstances as decided by the ERO/AERO and, where possible, through online modes of communication. An adult member of the family may also be authorised by an elector to attend a hearing on their behalf, if required.
The district election authorities have also been directed to establish adequate Help Desks and organise Special Camps, according to local requirements, to facilitate people living in night shelters, labourers, poor and homeless persons and other electors during the SIR process.
For areas where the SIR has already been completed, the election machinery will undertake a special drive to enrol left-out eligible voters as well as young and first-time electors under the continuous updation of electoral rolls.
The press note further clarified that the Declaration Form attached with Form 6 is to be used only during the SIR phase. During periods when SIR is not in operation, the forms prescribed under the Registration of Electors Rules, 1960 will apply.
The instructions were issued following the Election Commission of India’s Press Note No. ECI/PN/120/2026 dated September 26 and subsequent instructions received from the Chief Electoral Officer, Nagaland, on September 30.
The Deputy Commissioner and District Election Officer has asked all BLOs, Supervisors, AEROs, EROs and other stakeholders involved in the process to take note of the instructions and ensure their timely implementation in Mokokchung district.
