The Mokokchung Municipal Council (MMC) has introduced a series of new regulations affecting market charges, labor wages, and labor registration within its jurisdiction. These measures include revised head load and loading/unloading (Muttiah) charges, an increase in firewood rates, updated daily wage labor rates effective from April 2026, and the mandatory registration of all daily wage and casual laborers starting January 2026. The council has urged strict compliance with the new rules, warning that any violations will result in penalties according to existing regulations.
Revised market charges for loading, unloading, and head load
In a resolution adopted by the Market Regulation Committee on December 13, 2025, the MMC announced new rates for head load and loading/unloading (Muttiah) charges effective immediately. The rates include unloading charges for vegetable items, head load charges based on distance and weight, and specific charges for materials such as ACC blocks, bricks, firewood, cement, and others.
The notification stressed that all concerned must adhere strictly to the new rates and warned that “collection of charges in excess of the notified rates shall be liable for penal action as per the rules and regulations in force.”
Revised wages for daily wage laborers
The MMC has approved revised wage rates for daily wage laborers engaged within its jurisdiction, effective from April 1, 2026. The revised rates will apply to all departments, offices, contractors, agencies, establishments, and individuals employing daily wage workers.
The ADC and Chief Executive Officer of MMC, Atsungba Walling, stated that “any payment or engagement made in violation of the approved rates shall be treated as unauthorised and dealt with as per the prevailing rules and regulations.”
Increase in firewood rates
The MMC has also revised the rate of firewood within its jurisdiction from Rs 500 to Rs 600 per quintal, effective immediately. The notice directed all stakeholders to “strictly adhere to the revised rate” and cautioned that any violations would attract penal action under relevant regulations.
Mandatory laborer registration to begin January 20, 2026
In a move to regulate labor welfare, the MMC has mandated the registration of all daily wage and casual laborers working within Mokokchung municipality starting January 20, 2026. Laborers are required to register at the MMC office, with registration forms available from January 14, 2026.
The notification warned that “laborers not registered with the MMC shall not be permitted to engage in or be employed for any work within the municipal jurisdiction” and that non-compliance will be met with strict action.
