The Monsoon Session of Parliament will begin on July 21 and continue till August 21, with a break from August 12 to 18. The 21-day session will see eight new bills introduced, along with discussions on pressing issues, including a resolution to extend President’s Rule in Manipur.
Expected to be a stormy session, friction is anticipated between the ruling BJP and the opposition INDIA bloc, with potential flashpoints including the Election Commission’s ‘special intensive revision’ of the voter list ahead of the Bihar Assembly election. The Supreme Court has expressed “serious doubts” about its timing, despite upholding the EC’s constitutional authority.
Another contentious issue could be the impeachment of former Delhi High Court judge Justice Yashwant Varma, after large sums of cash were recovered from his official bungalow in March. He has denied wrongdoing.
The Pahalgam terror attack and Operation Sindoor are also expected to be discussed.
Finance Minister Nirmala Sitharaman is likely to push for the passage of the new Income Tax Bill, designed to simplify the 1961 Act. If passed, it will come into effect from April 1, 2026. Among key changes is the replacement of ‘financial year’ and ‘assessment year’ with a single ‘tax year.’
Other new bills include the National Sports Governance Bill, Mines and Minerals Amendment Bill, National Anti-Doping Amendment Bill, Land Heritage Sites Bill, Manipur GST Amendment Bill, Jan Vishwas Bill, IIM Amendment Bill, and Taxation Laws Amendment Bill.
The session may also take up eight pending legislations, including the Indian Ports Bill.
