The Finance Department of Nagaland has announced the formation of the fourth Nagaland State Finance Commission, as empowered by Section 125(1) of the Nagaland Municipal Act 2023. The Governor of Nagaland has appointed Sarah R Ritse, a retired Commissioner and Secretary, as the Chairperson, alongside two other members: GW Lee, a retired Director of Taxes and Assessment, and Khrupi Sothu, a retired Secretary, who will serve as the Member Secretary.
The commission will have a tenure of 12 months from the date of this notification. Its primary responsibilities include making recommendations on various financial matters concerning the state and municipalities. This includes principles governing the distribution of net proceeds from state taxes, duties, tolls, and fees between the state and municipalities. Additionally, the commission will determine which taxes and fees may be appropriated by municipalities and recommend grants-in-aid from the Consolidated Fund of the State.
The commission is also tasked with identifying measures to enhance the financial position of municipalities, evaluating tax rates that municipalities can raise, and advising on methods for determining those rates. Furthermore, it will address any other matters referred to it by the government concerning the financial health of local bodies.
In formulating its recommendations, the commission will consider the need to balance the state government’s receipts and expenditures while generating a surplus for capital investment. It will also take into account the state’s resources, the demands on them, and the municipalities’ capabilities for resource generation and expenditure reduction.
The terms of office, service conditions, and allowances for the Chairperson and other members will adhere to the Nagaland Finance Commission Rules of 2008. The commission is expected to submit its report by October 31, 2025, covering a five-year period from April 1, 2026, to March 31, 2031.
