The Government of Nagaland has constituted a Reservation Review Commission to examine and submit a report on the State’s Reservation Policy in government employment and in technical and professional courses in higher education, with the aim of formulating a “suitable policy governing equitable representation of various tribes of the State.”
According to a notification issued by the Department of Personnel and Administrative Reforms (Administrative Reforms Branch) on Tuesday, the Commission will be chaired by R. Ramakrishnan, IAS (Retd), with the AHoD of Home Department/Home Commissioner, AHoD of Law & Justice Department, AHoD of Higher and Technical Education Department, and AHoD of P&AR Department as members, the latter also serving as Member Secretary.
The Commission has been vested with powers to access all government records relevant to its duties and to summon any official or department for briefings on issues under its purview.
As per the notification, the Commission’s terms of reference include:
· Examining constitutional and statutory provisions governing reservations in government employment and higher education in both Central and State contexts.
· Reviewing educational and economic parameters used to determine criteria for reservation.
· Assessing the impact of Nagaland’s existing Reservation Policy on representation of various categories in government jobs and higher education.
· Conducting consultations with Apex Tribal Bodies, students, employees associations, and other stakeholders on equitable application of the policy.
· Proposing criteria for identifying tribes eligible for reservation, determining the overall percentage and inter se distribution.
· Evaluating the duration for which reservations should apply to address defined backwardness.
· Suggesting measures to strengthen implementation and monitoring mechanisms, including technology-based interventions.
The Commission has been directed to submit its report within six months. It will be provided with office space, logistical and secretarial support by the Home Department, while the Finance Department will make necessary budgetary provisions. The remuneration or honorarium for the Chairman will be notified separately.
The notification further stated that the decision was issued with the approval of the Cabinet (vide No. CAB-1/14/2023 dated October 21, 2025) and supersedes an earlier notification dated September 22, 2025.
