State employees asked to submit Aadhaar or alternative identity documents by June 3

The Government of Nagaland has directed all unauthenticated State Government employees to mandatorily submit identity documents for verification and authentication under the Personal Information Management System (PIMS), following continued failure of many employees to complete Aadhaar linkage despite repeated instructions issued over the years.

In a notification issued on May 22 through the PIMS Cell under the Personnel & Administrative Reforms Department, the government said the move has been initiated to strengthen employee authentication and ensure better governance across departments.

The department stated that several instructions had earlier been issued to departments and employees for linking Aadhaar with PIMS through official memorandums issued on June 14, 2018, August 2, 2018, October 29, 2018 and July 28, 2021. However, a significant number of employees are yet to complete the Aadhaar linkage process, resulting in failure of identity authentication.

“In view of the need to authenticate all State Government employees,” the notification stated, all unauthenticated employees have now been directed to submit identity documents through their respective departments for onward submission to the P&AR Department.

According to the notification, Aadhaar has been prescribed as the primary document for authentication. However, employees who do not possess Aadhaar or refuse to provide it may alternatively submit any two prescribed documents in accordance with the Aadhaar Authentication for Good Governance (Social Welfare, Innovation, Knowledge) Rules, 2020.

The alternative documents include PAN Card, Driving Licence, Indian Passport, salary account bank passbook, and HSLC or equivalent Class X admit card carrying photograph, father’s name and date of birth.

The government has directed all unauthenticated employees to comply with the order and submit the required documents to their respective departments on or before June 3, 2026.
