Government of Nagaland on Thursday convened a meeting to discuss and resolve the ongoing issue concerning the RMSA 2016 Teachers, who have been demanding implementation of scale pay.
According to a statement issued by Kevileno Angami, Commissioner & Secretary, the meeting was chaired by Abhijit Sinha, Principal Secretary to the Chief Minister and Home Commissioner, at the Secretariat on September 18, 2025. It was attended by officials from the School Education Department, Samagra Shiksha, Law & Justice Department, and representatives of the RMSA 2016 batch.
Sinha reportedly explained the Government processes and the constraints faced by the State prior to the outcome of the Review Petition filed in the Supreme Court of India regarding the teachers’ demand for scale pay. While acknowledging the contributions of the RMSA 2016 teachers, he reminded them of the adverse impact their agitation is having on the student community, and conveyed the Government’s desire to resolve their grievances. He also highlighted the time taken for disposal of litigation cases and suggested exploring workable alternatives to end the current stand-off.
In this regard, he proposed constituting a committee comprising representatives from the School Education Department, Samagra Shiksha, Finance Department, Law and Justice Department, All Nagaland School Teachers’ Association (ANSTA), along with members from the RMSA 2016 batch to examine their grievances. Government officials further assured the RMSA 2016 teachers that their memorandum submitted to the Neiphiu Rio-led Chief Minister’s Office would be studied. They requested the agitating teachers to call off their protest and return to schools to prevent further learning loss for students.

The meeting concluded with a commitment to continue dialogue and work towards a mutually acceptable resolution, the DIPR report stated.
However, the Nagaland RMSA Teachers’ Association–2016 (NRMSATA-2016) rejected reports suggesting that the government had formally proposed the formation of a committee. In a rejoinder issued after the meeting, the association stated that no such proposal was tabled during the meeting and described reports to that effect as “factually incorrect and misleading.”
According to the association, officials sought more time to deliberate internally before coming up with proposals. The RMSA 2016 representatives were reportedly kept waiting outside during the official meeting. The association clarified that a casual discussion took place later, around 5 pm, outside the Secretariat gate, where the joint mission director “in an informal manner” mentioned the idea of forming a committee.

“To portray this offhand remark as an official outcome of the meeting is a clear misrepresentation,” the association stated, adding that the government did not take any formal steps to resolve grievances. The NRMSATA-2016 reiterated that it does not agree to the setting up of any committee, asserting that their demand is for justice through implementation of scale pay, not additional layers of delay.
