The Election Commission of India (ECI) has ordered a Special Intensive Revision (SIR) of the electoral rolls in Nagaland, with October 1, 2026 as the qualifying date, the Office of the Chief Electoral Officer (CEO), Nagaland, informed on Tuesday.
The SIR process will begin with the preparatory phase from August 5 to 14, followed by house-to-house enumeration by Booth Level Officers (BLOs) from August 16 to September 14.
The CEO stated that during the revision exercise, the Electoral Registration Officer (ERO) of each Assembly Constituency will be responsible for ensuring that no eligible citizen is left out of the electoral roll and that no ineligible person is included.
During the preparation and training phase, meetings with important stakeholders, including political parties, will be held. The process will also include setting up help desks, training of BLOs and officials involved in SIR, dissemination of relevant information, printing of Enumeration Forms (EFs), and distribution of forms to BLOs.
During the house-to-house visits, BLOs will distribute Enumeration Forms containing pre-printed details of existing electors to each elector in duplicate and assist them in filling up the forms.
Electors will be required to submit the completed forms along with the necessary information to the BLOs. The BLOs will retain one copy and provide an acknowledgement of receipt on the other copy for the applicant’s record.
Based on the house-to-house enumeration, EROs will assess the requirement for rationalisation of polling stations by September 14. The EROs will ensure that no polling station has more than 1,200 electors, except with prior approval from the ECI, and that polling station boundaries are clearly defined without overlap.
The Draft Electoral Roll will be published on September 20. It will include names of existing electors who have submitted duly filled Enumeration Forms during the house-to-house enumeration period or whose online submissions have been verified by BLOs. Electors who fail to submit their forms within the stipulated period will not be included in the draft roll but may apply for inclusion through Form 6 along with the prescribed declaration form during the claims and objections period.
The claims and objections period will be from September 20 to October 20. During this period, EROs and Assistant Electoral Registration Officers (AEROs) will scrutinise the eligibility of proposed electors as per Article 326 of the Constitution and Sections 16 and 19 of the Representation of the People Act, 1950, based on submitted documents and field reports.
From September 20 to November 18, EROs and AEROs will conduct enquiries and issue notices where the eligibility of proposed electors is in doubt due to non-submission of required documents or other reasons. Decisions on inclusion in the final rolls will be taken based on field verification and available records. Cases involving suspected foreign nationals will be referred to the competent authority under the Citizenship Act, 1955.
The final electoral roll of Nagaland will be published on November 22, 2026.
The CEO appealed to all stakeholders, including electors, political parties and election officials, to actively participate in the SIR process and extend cooperation to ensure the preparation of accurate and error-free electoral rolls for the state.
