NPCC opposes government’s move to review NLTP Act, calls for extensive consultations

The Nagaland Pradesh Congress Committee (NPCC) has expressed its opposition to the State Government’s intention to review The Nagaland Liquor Total Prohibition (NLTP) Act, 1989. In a statement, the NPCC urged the government to reconsider its decision or, at the very least, conduct extensive consultations and consensus-building exercises with all stakeholders before making any changes.

“The Nagaland Liquor Total Prohibition Act, 1989 (NLTP Act) was enacted and enforced in 1989 and 1990 respectively during the tenure of the then Congress Government in the State in accordance with the strong and unanimous public sentiment that prevailed during those times, and Nagaland Pradesh Congress Committee has steadfastly upheld and stood by that decision till date,” the NPCC stated.

The NPCC’s stance comes amid a heated debate over the government’s move to revisit the NLTP Act. The subsequent debate that ensued between those in favor of and those against the review of the Act has apparently divided the Naga Society right through the middle, the NPCC observed.

The NPCC also appealed to the people of Nagaland to take into account “contemporary realities” and approach the issue with “an objective and conciliatory spirit.”

The NPCC’s disapproval of government review on the NLTP Act is quite significant as it emphasizes even more on complete dialogues before any legislative changes are made. The NLTP Act has a key function in regulating and promoting trade practices, hence, any changes to it may have severe implications on various stakeholders. Before embarking on such alterations, the government has to carry out wide consultations with industry experts, local businesses and representatives from the communities so that they can take into consideration possible effects of such changes. It will thus ensure that all parties concerned have their say when making laws which will henceforth be balanced and effective. Asking for these consultations by NPCC is not just an accompaniment, but essential in promoting openness, confidence and sharing ownership in the process through legislation.
