The NSCN/GPRN (Eastern Flank) has alleged internal betrayal within the organisation, including command-level conspiracy and the killing of its cadres, while reiterating its commitment to the Framework Agreement and the broader Naga political issue.
In a detailed statement issued by Lieut Gen Retd Hs Ramsan-VC, Ikato Chishi Swu, Lieut Gen A Raman-MM, MC, Victor Angami, and Angyo Jacob Tangshang, the group said it has “time and again, written letters and issued clarifications to the government, the party, and the Naga public at large.”
“We have always kept the door open for reconciliation and unity,” the statement said, adding that Peace Mission Teams, civil societies, and well-wishers had “earnestly given their efforts for reconciliation and unity.”
However, the Eastern Flank said it was compelled to respond following a communication dated 22 May 2026 to openly state their “unwavering stand in this matter from the very beginning.”
Reiterating its historical and political stand, the group referred to key milestones in Naga history.
“We once again commit our allegiance to the unwaverving principle of the Naga nation,” the statement said, citing the 1929 memorandum to the Simon Commission, the declaration of Naga Independence on 14 August 1947, and the 1951 plebiscite.
It added that these events form the basis of the Naga political struggle and must be protected.
“The achievements and sacrifices of our pioneers, and the blood spilled by thousands of patriots, demand that we guard the sanctity of our national struggle against any internal and external perversion.”
A major portion of the statement was directed against the rival NSCN/GHQ (Hebron) leadership, accusing it of weakening the organisation and compromising its political stand.
The group alleged that after the Framework Agreement, “the Government of India has effectively backtracked and betrayed the Agreement,” and claimed pressure was mounted to end talks on key demands.

“From August to October 2019, the GoI served a three-month ultimatum… threatening that there would be no more talks if the NSCN insisted on a separate flag and constitution.”
It also referred to internal restructuring of the armed structure, claiming that a Standard Operating Procedure was issued in 2019 creating Eastern and Western Flanks, which was later altered.
“This SoP was superseded by another order, dismantling the strengthening of the Naga Army, the backbone of the Naga political movement.” The statement further alleged that during this period, leadership decisions weakened the movement and acted against the organisation’s interests.
“During the time of the ultimatum, when the nation was at peril, the authorities of Hebron/GHQ failed to take the necessary political steps.”
Claims of military actions and internal targeting
The Eastern Flank also made serious allegations of attempts to target its cadres, including coordination with opposing forces.
“Instead of strengthening the Naga Army, the then Longvibu… withdrew the Alee Command (Bangladesh), an important command for our movement.”
It further alleged that armed units were sent with instructions to act against the Eastern Flank.
“He sent Brig. Alen Siro to Homalin to surround and annihilate us in coordination with our adversaries.”
The statement also claimed that a Peace Mission Team had been told that cadres were ordered to fire on Eastern Flank members.
“Brig. Sorei openly stated that he was ordered by the then Longvibu… to shoot at the cadres of the Eastern Flank.”
Allegation of cadre killing in 2026
The most serious allegation in the statement concerns the killing of four cadres in March 2026.
“The ugly head of hypocrisy and surrender within some of the leadership of Hebron was openly displayed when four of our patriotic cadres were killed at Hongbei Village on 28th March, 2026, even while a Peace Mission was still in process.”
It further alleged that cadres were betrayed during attempted internal coordination.
“Some of the authorities of the GHQ/Hebron chose betrayal of one’s own brother, and directed the cadres to shoot their own brother.”
Call for unity under Framework Agreement
Despite the allegations, the group said reconciliation is possible only under what it described as the original principles of the Framework Agreement.
“We can reconcile and unite only under the principle of the FA, in letter and spirit.”
It rejected what it called continued “meaningless, endless talks” with the Government of India.
“The leadership of Hebron has continued to engage in meaningless, endless talks for more than ten years after the signing of the FA.”
Internal disciplinary disputes
The statement also referred to past expulsions, revocations, and reinstatements of senior leaders, calling them unjust and politically motivated.
“Lieut. Gen. Retd. Hs. Ramsan-VC was wrongly terminated through false accusations… and later given pardon at will.”
It added that leadership decisions were frequently reversed without clarity, creating internal instability.
The Eastern Flank also reiterated its stance on the ongoing ethnic conflict dynamics in the region.
“We once again commit our unwavering stand on the Kuki issue: there can be no peace and no compromise if the Kukis insist on creating a Kuki Homeland within Nagalim.”
Disagreement over Framework Agreement implementation
The statement strongly criticised what it described as deviation from the Framework Agreement’s core principles.
“Our strong disagreement with the leadership of Hebron concerns their deviation from the FA principles in deed.”
It further alleged that proposals under negotiation were moving closer to integration with India: “Competency serial no. 4(c) states that Nagas will send Lok Sabha and Rajya Sabha members to the Parliament of India.”
It also objected to constitutional integration provisions: “The Naga Constitution/Yehzabo is to be inserted in the Constitution of India as a separate chapter.”
Other objections included references to electoral and administrative linkages with Indian institutions.
