The Government of the People’s Republic of Nagalim (GPRN) has issued a stricture addressing malpractice in developmental projects in the hill areas of Manipur, warning that such practices compromise the quality and standard of works.
In an official notification signed by Q. Swu, Secretary to the GPRN, it stated: “While taking into account the negative impact of malpractice in developmental projects in the Hill areas (Manipur) pertaining to bidding processes involved, bidding below quoted schedule rate or subletting of contract works etc. and rampant deduction of percentage which inevitably compromises the quality and standard of works carried out, thus, this stricture shall remain enforced henceforth.”
The order outlined the following directives: “Concerned District Level Officers (DLOs) in the Hill areas (Manipur) must diligently perform their official duties in their respective offices.”
“Blanket ban on bidding below quoted schedule rate to any developmental works in the Hill areas (Manipur) by private contractors or firms/company etc.”
“The awarded contract works shall accordingly be executed only by the contractor/firm/agency/company etc. and subletting to non-registered contractors shall not be undertaken.”
“Deduction of percentage from contractors/firms/departmental shall only be executed in their respective District Headquarters.”
The directive, now in force, seeks to curb malpractice and ensure transparency and accountability in developmental works across the hill districts of Manipur.
