The Naga Students’ Federation (NSF) has expressed deep concern to Chief Minister Rio regarding the proposed candidature of non-Nagas as government nominees for the Urban Local Bodies (ULBs).

According to the NSF, Urban Local Bodies serve as platforms for local governance where decisions impacting daily lives are made. To genuinely reflect the needs and aspirations of the people, the NSF believes that representatives should be closely aligned with the local indigenous communities.

“Indigenous representation is not merely a matter of presence but of ensuring that the unique identity, culture, and historical context of the Naga people are upheld and preserved,” the NSF stated.

The NSF also contends that reservations in the ULBs should be exclusively for indigenous Nagas of Nagaland. The federation argues that maintaining the integrity and agency of the Naga people in local decision-making processes is essential.

“The inclusion of non-indigenous individuals in these reserved categories dilutes the representation of the Naga community and undermines the very purpose of these reservations,” the NSF added.

The NSF’s stance centers on the preservation of Naga identity, culture, and governance, noting that indigenous identity is intrinsically linked to land, traditions, and self-governance.

“Allowing non-indigenous individuals to occupy positions meant for indigenous representatives poses a threat to the preservation of our unique cultural and social fabric,” the NSF said. They emphasized that governance structures must reflect the identity and cater to the needs of the indigenous Naga populace.

While advocating for the rights and representation of indigenous Nagas, the NSF also supports principles of inclusivity and equality. However, they argue that inclusivity should not come at the expense of compromising the rights of indigenous Naga people.

“It is vital to strike a balance where all communities can thrive, yet the rights of indigenous populations are protected and prioritized,” the NSF stated.

The NSF has urged the Chief Minister to reconsider the nomination of non-Nagas for ULB positions and to ensure that reservations remain exclusively for indigenous Naga individuals, thereby safeguarding their identity, culture, and governance.
