NSF submits list of ‘illegal appointments’ in 16 departments, seeks termination within 45 days

The Naga Students’ Federation (NSF) has submitted a list of alleged illegal appointments across 16 government departments involving 109 posts, demanding their termination within 45 days.

In a representation addressed to the Chief Secretary, the Federation alleged that the appointments were made without advertisement and outside the purview of the Nagaland Staff Selection Board (NSSB) and Nagaland Public Service Commission (NPSC), violating established recruitment procedures.

The NSF stated that such appointments undermine meritocracy, transparency, and fairness in public service employment, affecting “thousands of educated and deserving Naga youths” awaiting opportunities.

According to the submission, the appointments span multiple departments, including Nagaland State Transport, Public Health Engineering, Sericulture, Home Guards & Civil Defence, Food & Civil Supplies, Information & Public Relations, Urban Development, Taxes, Industries & Commerce, Forest, Economics & Statistics, Law & Justice, Agriculture, Water Resources, Public Works Department, and Land Records & Survey.

• Nagaland State Transport (32 posts): Assistant Station Superintendent (3), LDA (13), Booking Assistant (5), Conductor (9), Enforcement Inspector (2)
• Public Health Engineering (11 posts): Stenographer (1), SO Grade-II (3), Fieldman/Grade-II (4), Junior Engineer (3)
• Sericulture (7 posts): Sericulture Field Assistant (7)
• Home Guards & Civil Defence (2 posts): Sub-Inspector (2)

The NSF further alleged that many of these appointments were initially made on contract, ad-hoc, or temporary basis and later regularized without due process.

Calling for immediate action, the Federation demanded that all such appointments be terminated within 45 days, warning that failure to act would undermine public trust and deny fair opportunities to deserving candidates.
