Inner Line Regulation Commission says enforcement, not legal absence, remains the core challenge

The Naga Students’ Federation (NSF), through its Inner Line Regulation Commission (ILRC), on Tuesday intensified its campaign on Inner Line Regulation (ILR) awareness by engaging students at St Joseph’s College (Autonomous), Jakhama, with a strong message centered on identity protection, legal awareness and implementation challenges.

During the sensitization program, NSF leaders emphasized that while Nagaland possesses legal safeguards under the Bengal Eastern Frontier Regulation of 1873, the pressing concern lies in enforcement and public vigilance.

Delivering the keynote address, NSF Vice President Vimeyiekho Vitso highlighted ILR as a critical safeguard for protecting the identity, land and future of indigenous Nagas, while urging collective responsibility in ensuring that the regulation is properly implemented.

ILRC Chairman Senchumo NSN Lotha elaborated on the historical and legal foundations of ILR, warning that unchecked influx and weak enforcement could pose serious socio-economic and cultural challenges for the state.

The Commission maintained that Nagaland remains welcoming, but stressed that entry into the state must be governed by lawful regulation and proper documentation.

Speakers repeatedly underscored that youth awareness will play a significant role in strengthening ILR implementation, particularly as demographic and policy concerns continue to shape public discourse across Nagaland.

By taking the sensitization campaign directly to educational institutions, the NSF appears to be broadening ILR from a policy issue into a wider civic and generational responsibility.
