The Ministry of Home Affairs (MHA) has directed all states and Union Territories to carry out nationwide mock drills on May 7 to evaluate civil defence preparedness, in the aftermath of the deadly Pahalgam attack. The mock drill will take place across all 244 designated Civil Defence Districts.
In an official communication addressed to the Chief Secretaries of all States and Administrators of Union Territories, the Ministry stated that the exercise is being organized under the authority of Section 19 of the Civil Defence Rules, 1968. The initiative follows an earlier directive issued on May 2 regarding the bolstering of Civil Defence readiness in vulnerable areas.
The exercise will witness the participation of a wide range of stakeholders, including District Controllers, district authorities, Civil Defence Wardens and Volunteers, Home Guard personnel (both active and reservists), as well as members of the NCC, NSS, NYKS, and students from colleges and schools. The coordinated effort is designed to test the operational effectiveness and inter-agency coordination of various Civil Defence protocols.
Key aspects of the drill include the assessment of air raid warning systems, activation of hotline and radio links with the Indian Air Force, and testing the functionality of both main and shadow control rooms. Civilians and students will also undergo training on protective measures during hostile attacks. Additional components include crash blackout procedures, camouflaging of vital installations, firefighting, rescue operations, and evaluation of evacuation plans.
States and Union Territories have been directed to ensure the full participation of all relevant stakeholders and submit an action-taken report to the Directorate General of Fire Service, Civil Defence & Home Guards at the earliest.
The last such drill was held in 1971, the same year India and Pakistan went to war on two fronts.
The April 22 attack in Jammu and Kashmir’s Pahalgam, which claimed 26 lives, has been linked to Pakistan-backed terrorist groups, and has thrown India-Pakistan bilateral tensions into a melting pot.
