The Joint Coordination Committee (JCC), comprising CANSSEA, FONSESA, NIDA, NSSA, and NF&ASA, has issued broad guidelines for the three-day Pen-Down Strike across all government departments in Nagaland, scheduled to begin on October 14, 2025.
In a circular released on Thursday, the JCC emphasized that emergency and essential services will be exempted from the strike, including personnel involved in electricity, water, road maintenance, sanitation, healthcare (doctors and nurses), and law enforcement. The circular also allowed respective associations to identify any additional services that should be exempted.
“All associations are requested to issue clear and necessary instructions so that the general public is not made to bear the brunt of this strike,” the circular stated.
Government employees have been urged to observe strict attendance at their workplaces, while associations are expected to ensure that the Pen-Down Strike is observed peacefully.
The JCC also clarified that examinations under schools, colleges, and educational institutes will not be affected by the strike.
Addressing recent confusion, the JCC noted that certain non-governmental agencies not connected with the issue had been issuing directives against the strike. The committee clarified that the Pen-Down Strike must be complied with by all service associations affiliated with CANSSEA. The committee also acknowledged the All Nagaland School Teachers’ Association (ANSTA) for promptly aligning with the JCC directives and validating their circular in support of the strike.
The circular has been circulated to all Heads of Departments under the Government of Nagaland, the presidents of all service associations, and the electronic and print media for wide publication.
