The Department of Power Nagaland (DoPN), already grappling with just 50% billing efficiency, has said that its financial sustainability and ability to maintain a stable 24×7 power supply depends on the implementation of smart prepaid meters. However, resistance from civil society groups and consumers in Dimapur, the state’s most revenue-intensive town, continues to be a major roadblock.
In a press release issued after a sensitization and awareness program on Smart Prepaid Metering held with Urban Local Bodies (ULBs) of Dimapur Municipal Council, East Dimapur Town Council, and Chümoukedima Town Council, Executive Engineer Lhuvoyi of the Electrical Division Dimapur stated that all works under the Government of India’s Revamped Distribution Sector Scheme (RDSS) have been tendered and awarded, and implementation has begun.
He further noted that funding for infrastructure improvements under the scheme is contingent upon the successful installation of smart meters and a demonstrated reduction in revenue losses. “It is mandatory to address commercial losses through smart prepaid metering,” the release stated.
Despite the technical and financial rationale behind the initiative, implementation has hit a snag due to local opposition. “Resistance from the civil societies and consumers particularly in Dimapur, with the largest consumer concentration and the most revenue-intensive town, remains a huge challenge and impediment for the project implementation,” it stated.
To tackle this, the meeting called for councillors to support the department by educating households in their respective wards. The program was held at the State Load Dispatch Centre (SLDC) conference hall, Nagarjan, and chaired by Superintending Engineer (Rev), Er Rukongutuo Suohu.
Chief Engineer (D&R), Er Nitovi Wotsa, gave an overview of the smart metering system, stressing its benefits such as transparency, efficiency, and consumer control. He also reiterated that the meters would be installed free of cost and urged stakeholders not to miss this opportunity for modernization.
A PowerPoint presentation on the subject was delivered by Additional Chief Engineer (D&R) and Nodal Officer, Er R Lobosang Jamir. The meeting resolved to undertake rigorous sensitisation and awareness in all the wards by the Department.
