In a significant move to modernize law enforcement practices and address region-specific challenges, Rashtriya Raksha University (RRU) and the Nagaland Police have signed a landmark Memorandum of Understanding (MoU) to enhance SMART policing—an acronym for Strict and Sensitive, Modern and Mobile, Alert and Accountable, Reliable and Responsive, Tech-savvy and Trained. The agreement marks a major step towards strengthening policing capabilities in Nagaland and across the Northeast.
The virtual signing ceremony was attended by senior officials from both sides. From RRU, the signatories included Vice-Chancellor Prof. (Dr.) Bimal N. Patel, Pro-VC Prof. (Dr.) Kalpesh H. Wandra, Registrar Dr. Dharmeshkumar D. Prajapati, Dean Dr. Jasbirkaur Thadhani, and SISSP Director Bhawani Sinh Rathore.
The Nagaland Police delegation was led by Director General of Police Rupin Sharma, IPS, alongside ADG (Law & Order) Sandeep Tamgadge, IPS, ADG (Administration) R. Kikon, IPS, and IG (Training) R. Tetseo, IPS.
The MoU outlines a structured framework for academic collaboration, research, and capacity-building initiatives tailored to the region’s unique needs. As part of the partnership, RRU will offer state-specific training programs for Nagaland Police personnel, including modules on crime investigation, cybersecurity, community policing, forensics, and legal studies. These programs will be implemented under government-run schemes, ensuring national-level alignment and funding.
Vice-Chancellor Prof. (Dr.) Bimal N. Patel emphasized RRU’s role in providing both academic and hands-on training, highlighting the university’s encouragement for IT-savvy police officers to pursue research and develop tech-based solutions at the institution. “This partnership will equip Nagaland Police officers to become SMART professionals, ready to tackle complex law enforcement challenges with contemporary tools and knowledge,” he said.
Nagaland DGP Rupin Sharma welcomed the agreement, expressing confidence that the partnership would significantly bolster the skills and responsiveness of the force. “This MoU will provide invaluable support, enabling our officers to grow into SMART professionals,” he remarked.
A key focus of the collaboration is the development and integration of technology-driven solutions that enhance police operations and public service delivery. Joint research projects will also be initiated to develop innovative strategies for security, tailored especially to the Northeast’s distinct socio-political landscape.
Rashtriya Raksha University, a central institution established by an Act of Parliament in 2020, is dedicated to building national capacity in security and policing through education, research, and innovation. This agreement with Nagaland Police is a testament to its commitment to fostering security sector excellence across India.
The Nagaland Police, entrusted with maintaining law and order in the state, is expected to benefit immensely from this academic and strategic partnership. With this MoU, both institutions aim to chart a path toward smarter, more accountable, and tech-enabled policing in the region.
